CONTEXT

UNESCO started in 2020 a consultation with some partners, including The United Nations Economic Commission for Africa, The African Development Bank (AfdB), The “Institut de la Francophonie pour l’Education et la Formation (IFEF)” and the African Union Development Agency of the New Partnership for African Development (AUDA-NEPAD), among others, to set up a Pan African Initiative for Digital Transformation of TVET and Skills Development Systems in Africa. The overall objective of the initiative is to create an ecosystem that will enable the digital transformation of TVET and Skills Development Systems in Africa. UNESCO hosts the secretariat of the Initiative. In order to reinforce the team of the Secretariat, UNESCO has decided to recruit a consultant who will work as FUNDRAISING, PARTNERSHIP and VISIBILITY SPECIALIST.

MISSIONS

Under the authority of the Director of the UNESCO Regional Office, the general supervision of the chief of education section and the direct supervision of the Head of the Secretariat of the Initiative, the incumbent will be in charge on a day-to-day basis to design  and implement actions/activities that will contribute to (i) ensure partners retention, (ii) increase the present financial contribution of each partner of the Initiative and (iii) increase the number of partners of the Initiative.

More specifically, the incumbent will:

  • Provide support to the development of portfolio pipeline with a view to mobilize resources in practice areas related to the initiative.
  • Seek and identify partnership and funding opportunities and ensure the preparation of funding proposals, donor briefings and presentations in support of resource mobilization efforts.
  • Mobilize, foster and strengthen strategic partnerships with UN entities, partners and other relevant bodies.
  • Ensure close co-operation with other UNESCO teams in support of the implementation of the initiative.
  • Strengthen and maintain relationships with partners including donors, regional partners, UN Sister Agencies, etc.

The following deliverables are expected:

  1. Final version of the project document of the Initiative.
  2. Final version of the Terms of Reference of the Steering committee, of the International Expert Committee, of the Associate Partners Committee, of the Secretariat of the Initiative and of the national focal points.
  3. Partnership agreement Template (to be used to formalize relations between partners of the Initiative or potential partners that would want to join the Initiative).
  4. Communication and Visibility Manual of the Initiative (including Initiative identity/brand and communication tools).
  5. Strategy document on how to (i) ensure partners retention and (ii) increase the average contribution per Partner already onboard.
  6. Generic proposals to be used to submit/to find resources to fund the overall Initiative.
  7. Generic proposals to be used to submit/to find resources to fund the implementation of the Initiative in a cohort of countries for three years minimum.
  8. Generic proposals to be used to submit/to find resources to fund the implementation of the Initiative in one country for three years minimum.
  9. Donor prospecting of the Initiative (from foundation, multinational private institution, international development Bank, International development agency, bilateral/multilateral organization…    ).
  10. Draft at least two or three funding proposals ready to be submitted.

Education:
Advanced university degree in Political Science, Social Studies, Communication, Journalism, Public Relations, Social Sciences, Development, Business Administration, marketing, humanities, social sciences, international relations or a related field.
 

Work Experience:

  • At least five years’ experience in the development sector, preferably in fundraising, resource mobilization or partnership building ideally including proposal and report writing.
  • Proven experiences in mobilizing resources and/or fundraising activities such as donor prospecting,
  • Demonstrated experience or engagement with local and international investors.
  • Proven evidence of having successfully completed at least two similar assignments.
  • Experience in working with private multinationals in the field of ICT is desirable.
  • Excellent communication (written and verbal) and interpersonal skills in English. French is an added advantage.

  • Accounting skills and project management, monitoring and evaluation;

  • Excellent written and oral communication skills, including drafting skills;
  • IT skills, including excellent knowledge of MS Word and Excel;
  • Strong organizational and planning skills.
  • Strong interpersonal skills and ability to form new partnerships and strengthen existing ones.
  • Ability to work under pressure and adapt to quickly changing environments.
  • Proven record of partnerships, interagency coordination work on related issues, required.
ADDITIONAL INFORMATION
  • Consultancy contract duration is for 6 months.
  • Estimated contract dates from July 2021 to December 2021.
