Purpose of Activity/Assignment:

Monitoring and evaluation (M&E) are integral parts of designing and implementing programmes, and interventions. Together, they enable programme designers to measure and evaluate if and to what extent a program is meeting its goals. This assignment entails the development of a GBEM S4D Life Skills Remote/ Online Programme Monitoring and Evaluation (M&E) toolkit to assess and measure if the participants of an online life-skills intervention leads to certain Intermediate Impacts on young people. These include (i) positive psycho-social behavioral changes in areas such as personal development, aspirations, commitment, interaction, communication, self-esteem, relationships, trust, sense of belonging and other social skills and (ii) other life skills information, knowledge and skills related to:

  • Personal development & life skills
  • Setting and achieving goals
  • Peer pressure
  • Gender-related issues
  • Stereotypes
  • HIV/AIDS
  • Digital & media literacy skills
  • Cyber ills

Additionally, the toolkit must indicate if such Intermediate Impacts could lead to any long-term Outcomes – i.e. behavioral change.

The M&E toolkit be deigned to promote learning and evidence-based decision making to ensure and improve the effectiveness of not only the GBEM S4D Life Skills Remote/ Online Programme but other online life skills interventions. This M&E toolkit must be able to provide key evidence for advocacy, garnering donor support, and securing sufficient funding for continuing and/or scaling up online life skills sessions with young people.

How can you make a difference?

SCOPE OF WORK:

The DBE, in collaboration with UNICEF South Africa seeks the services of a qualified individual consultant to support the development of an impact assessment toolkit that will provide for the establishment of a reporting and M&E system for the GBEM S4D Life Skills Remote/ Online Programme. The toolkit must focus on the intervention in its entirety ensuring synergy within the Intended Outcomes as per the concept note related to improving information, knowledge and skills of girls and boys, especially the in under-resourced communities. The Toolkit together with the Training will comprise Phase 1 of the Project. Phase 2 concerns the data collection, analysis and synthesis of results, external evaluation and the submission of an Evaluation Report on the 2021 remote/online intervention of the GBEM programme.

Key tasks and activities to be implemented by the consultancy are as follows:

  1. Develop a detailed impact assessment toolkit including data collection strategies and tools for implementing partners, ensuring synergy and linkage between online/remote life-skills interventions as part of the ongoing covid-19 induced remote programming.
  2. Develop templates for self-assessment of pre and post testing surveys, a Course Evaluation Template as well as a template for the Partner Evaluation Reports.
  3. Provide a draft and Final GBEM M&E toolkit for comments and presentation. 
  4. Provide technical training and advice for implementing partners responsible for data collection

To qualify as an advocate for every child you will have…

    • The consultant should have at the minimum a Master’s or higher in Social Sciences/Education/Health/ Developmental Studies related fields
    • A minimum of [eight years] of relevant professional experience in undertaking similar assignments, of which at least 5 years of the experience must be in reporting, monitoring and evaluation as well as research management, data analysis and processing
    • The desired consultant must have experience in working with both local and international agencies in M&E, research, training and documentation. Additionally, the consultant must possess;
    • Excellent communication skills, and good writing skills in the English language
    • Strong background and understanding of applicable Sport-for-Development and Life Skills Frameworks
    • Proven experience in research and evaluation and report writing to disseminate key data and findings to non-technical audiences.
    • Experience in work with a variety of data sources, and with data assessment and data analysis of interest to UNICEF, particularly related to data on children and young people
    • Expertise in using data analysis and visualization software packages.
    • Proven experience in conducting extensive literature reviews and summarizing main findings.
    • Proven ability to deliver product efficiently and on time,
    • Proven experience to work independently with periodic but not constant supervision
    • Previous work experience working with South African government departments and/or UN Agencies
    • Proven record of facilitating consultative meetings with various stakeholders including CSOs
    • Developing country work experience and/or familiarity with emergency is considered an asset.
    • Fluency in English is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) or a local language is an asset.
