OVERVIEW OF THE FUNCTIONS OF THE POSTWithin the framework of "Media and Information Literacy" (MIL) being "the core competencies that allow citizens to deal with the media effectively, and to develop critical thinking and lifelong learning skills, for the sake of social education that makes them active citizens.
UNESCO Ramallah Office is seeking the expertise of an individual consultant to undertake a feasibility study to establish a specialized center that serves the Palestinian community, providing a neutral space where media professional capacities could be built and developed in addition to strengthening the concept of verifying information, and promoting MIL culture and practices. The consultant should consider the UNESCO holistic approach to MIL and ensure dialogue and balance reporting of feedback from all stakeholders including information, media, and digital experts.
Long DescriptionUnder the authority of the Head of UNESCO Ramallah Office and the direct supervision of the Executive assistant and CI Associate Project Officer, the individual consultant will assist UNESCO in identifying and setting the necessary indicators for the establishment of an MIL center and will perform the following tasks:
- Feasibility study for the establishment of a media center at the national level and the extent of the center's relationship in developing Media and information Literacy methodologies.
- Provide a clear design of the center considering the different areas of MIL needs.
- Provide a detailed plan for possible modalities for implementation including:
a. Exchanges of ideas and experience, and studies on policy issues
b. Strengthening of national research and development capabilities
c. Promotion of staff innovation.
d. Facilitated access to electronic databases and documentation data using proper tools.
e. International co-operative action in Implementing Programme Areas

Provide a detailed budget estimate for the establishment and projection on annual operation cost.

Deliverables
The individual consultant shall submit a 20-25 pages feasibility study in English.
Education
Master’s degree in Statistics, Economics, Public Policy, Media Development, or other related fields
Work Experience
- Minimum five years progressive work experience in policy analysis and research or monitoring and evaluation
- Proven experience with relevant research and analytical methodology and ability to apply such techniques to policy issues, as well as drafting of research papers using evidence-based references.
Skills/Competencies
- Strong writing and communication skills in English and proven ability to effectively articulate planning and issues to a wide variety of audiences.
- Drafting of research paper using evidence-based references.
- Experience in research at a Policy level for an Educational center.
Languages
- Excellent knowledge (oral and written) in English and Arabic.
- Working experience with the United Nations or NGO/INGO
