Duties and responsibilities

The purpose of the Information, Counselling and Legal Assistance Project Manager (ICLA PM) position is to oversee the implementation of the ICLA programme portfolio across central and northern governorates in Jordan. The ICLA programme’s overall objective is to protect and promote the rights of refugees and vulnerable Jordanians through providing access to justice and legal empowerment. NRC ICLA works towards this objective through a four-pronged approach: (1) increased awareness of rights and obligations; (2) access to justice to exercise rights; (3) capacity development of key stakeholders, including national institutions; and (4) research and advocacy to contribute to positive policy change. The programme focuses on key thematic areas of expertise, namely Legal Identity and Civil Documentation, Refugee Registration Procedures, Work Rights; and Housing, Land and Property. The ICLA programme supports the realization of sustainable durable solutions for refugees who choose to remain in Jordan as well as those who choose to return, by empowering  beneficiaries with information, counselling and legal assistance on their rights and at the same time supporting the relevant duty bearers to better understand refugees’ situation and act for policy change.

Currently, the ICLA programme consists of 62 full-time staff including paralegals and lawyers, up to 100 volunteers, 9 external lawyers, 2 implementing partners, and around 35 community-based partner organizations (CBOs) and is considered one of the largest and most prominent ICLA NRC programmes in the region. The ICLA PM position reports to the Area Manager for Host Communities. The programme is also supported by a dedicated ICLA Specialist team reporting to the Head of Programme focused on technical guidance.

Generic responsibilities: 

  • Line management of project staff.
  • Adherence to NRC policies, guidance and procedures.
  • Contribute to the development of country and programmatic strategies, initiate and participate in the development of relevant ICLA projects.
  • Coordinate and manage ICLA project implementation (activities, budget and project documentation) in line with proposals, strategies and donor requirements.
  • Provide technical direction and ensure high technical quality of projects.
  • Provide regular progress reports to the Area Manager.
  • Ensure that projects target beneficiaries most in need of protection, explore and assess new and better ways to assist.
  • Develop and manage project budget and coordinate across core competencies.
  • Ensure capacity building of project staff and transfer key skills.
  • Liaise and collaborate with relevant local authorities and other key stakeholders.
  • Promote the rights of refugees and other beneficiary groups in line with NRC’s country advocacy strategy.

Specific responsibilities: 

  • Consolidate and strengthen ICLA programming in the areas of intervention through the management of the ICLA programme in Jordan, ensuring a strong coordination with the Advocacy, Protection, M&E and Specialist units.
  • Ensure all stages of the project management cycle and programme quality are implemented in coordination with the ICLA Specialist and within the agreed NRC ICLA Strategy (including beneficiary participation, mainstreaming of cross-cutting issues, value for money etc.).
  • Provide leadership, direction and support to senior ICLA staff and their teams. Advise senior staff to work with their teams with an emphasis on excellence and achievement; encourage a team culture of learning, creativity and innovation.
  • Review and optimize the programme’s delivery mechanism ensuring the programme structure, approach and operational method is fit for purpose.
  • Ensure systematic capacity building for ICLA staff at all levels, relevant both for programme implementation and staff development.
  • Work with other managers to identify holistic programme opportunities and ensure integrated NRC programming in Jordan – including through provision of ICLA services to non–ICLA beneficiaries.  
  • Manage ICLA’s partnerships with community-based organisations.
  • Actively coordinate with the ICLA Specialist to ensure field learning is captured and included in the technical guidance documents. 
  • In coordination with the ICLA Specialist, represent the ICLA programme during field visits to the host community by donors and other key stakeholders.

Critical interfaces:

By interfaces, NRC means processes and projects that are interlinked with other departments/units or persons. Relevant interfaces for this position are:

  • Strategy and project planning: ICLA Specialist, Area Manager
  • Area operations: Field Office Coordinators and Area Manager, Senior Managers in Host Communities
  • Staff capacity building: ICLA Specialist, HR, other relevant support departments
  • Implementation: Area Manager, other PMs, PCs, M&E

Scale and scope of position:

Staff:

Direct management of 4 staff, oversight of a team of more than 60 staff, management of partnerships with CBOs.

Competencies

  • Minimum 3 years of experience from a senior level project implementation position in a humanitarian/recovery context
  • Experience from working in complex displacement situations
  • Technical legal aid / protection expertise
  • Documented results related to the position’s responsibilities
  • Knowledge about own leadership skills/profile
  • Fluency in English and Arabic, both written and verbal
  • Valid driver’s license

  • Strong management and leadership skills is a must – with proven record of managing and capacity building of large teams

  • Demonstrated experience managing complex projects and large budgets (≥USD1M).  
  • Knowledge of the context in the Middle East and Syria crisis in particular a value added
  • Basic knowledge of multiple donor rules and regulations
