  1. Role and responsibilities

The following is a brief description of the role.

 

Generic responsibilities

  1. Line management of Education and Youth project field staff.
  2. Adherence to NRC policies, guidance and procedures.
  3. Contribute to Education strategy development, project proposals and provide input on needs and gaps.
  4. Manage and implement delegated portfolio of (activities, budget and project documentation) as delegated from PM in line with proposals, strategies and donor requirements, and ensure high technical quality.  
  5. Provide regular progress reports to program Manager (Area Manager if no program Manager).
  6. Ensure that projects target beneficiaries most in need of protection, explore and asses new and better ways to assist.
  7. Promote and share ideas for improvement and necessary changes in the activities.
  8. Ensure capacity building of project staff and transfer key skills.  
  9. Liaise and collaborate with relevant local authorities and other key stakeholders.
  10. Promote the rights of IDPs/returnees in line with the advocacy strategy.

 

 

 

Specific responsibilities

  1. Manage and support the start-up of NRC’s education and youth project in Anbar, including the planning and implementation of activities as well as management of Education and youth team and community facilitators.
  2. Manage staff performance using NRC’s Performance Management system.
  3. Draft concept papers, proposals for new activities to expand the education/youth programme and for the continuation of on-going activities, in coordination with the Education and Youth Project Manager and Education Specialist.
  4. Draft donor reports for on-going projects, in coordination with the Project Manager.
  5. Lead key programme development discussions with field staff for follow up with Project Manager and Education Specialist.
  6. Regularly travel to the field to support and monitor education and youth activities
  7. Ensure capacity building of project staff and transfer key skills.
  8. Liaise and collaborate with relevant local authorities and other key stakeholders such as MoE.
  9. If applicable, support Cluster co-lead management; serve as liaison with stakeholders and the MoE/Department of Education.
  10.  Assess needs for capacity building among education staff and local resource persons and partners and discuss actions with PM.
  11.  Any other task relevant to the position as requested by line manager

 

Critical interfaces

By interfaces, NRC means processes and projects that are interlinked with other departments/units or persons. Relevant interfaces for this position are:

  • Education, ICLA, Livelihoods Project staff
  • M&E Department
  • Logistics Department
  • Security Manager

 

Scale and scope of position

  • Staff: Officers and Assistants.
  • Stakeholders: Key external stakeholders the post has relationships with: UNICEF, Education Cluster, INGOs, local NGOs, Ministry of Education.
  • Budgets: All Anbar Education/Youth Budgets
  • Information: Work plans, Log frame, Budgets, Proposals and Reports
  • Legal or compliance: Brief description of any legal or compliance responsibility the post holder has (term of employment, vendors, donors).

Generic professional competencies for this position:

  • Experience from working in a site-level management role in a humanitarian/recovery context
  • Previous experience working with youth in an educational/training context (preferably employability training/labor market background)
  • Previous experience from working in complex and volatile contexts
  • Documented results related to the position’s responsibilities
  • Knowledge about own leadership skills/profile
  • Fluency in English, both written and verbal

 

 

 

Context related skills, knowledge and experience:

  • Experience from working an Education project implementation position in a humanitarian/recovery context
  •  Previous experience from working in complex and volatile contexts
  • Documented results related to the position’s responsibilities
  • Knowledge about own leadership skills/profile
  • Fluency in English and Arabic, both written and verbal.
  • Three 3 years’ Experience in implementing education/youth programmes.

Contract Duration: 6 months 

Duty Station: Anbar- Iraq

Health Insurance is provided 

Salary: G7/S1, According to NRC’s Iraq salary scale and terms and conditions.
