Background

The purpose of the Livelihoods and Food Security (LFS) PDM position is to kick start and develop the LFS Core Competence (CC), including refining the strategic direction, managing projects, ensuring technical quality assurance, and supporting fundraising, covering all of North of Central America and Mexico (NCA&M): Honduras, El Salvador, Guatemala and Mexico. The LFS PDM is also responsible for advising, training and strengthening staff on technical capacity, developing proposals, concept notes and assisting in fundraising/resource mobilisation for the competition.

Guided by the programme policy and global LFS strategy, this position has a three-pronged focus:

  1. Livelihood Provisioning / Meeting basic needs: Protect and stabilise affected people, seeking to ensure access to adequate and essential food and livelihood needs necessary for survival.
  2. Livelihoods protection: Support affected households and communities to cope with shocks, improve local food & market systems and access to employment.
  3. Livelihoods promotion/Supporting economic inclusion activities: Supporting the development and adaptive capacities of affected people to achieve self-reliance and lasting economic inclusion for people affected by displacement

NRC wants to use cash every time it is the most appropriate option, and in-kind, vouchers, service delivery etc. every time they are most appropriate. The responsibilities of the LFS PDM will in addition include provision of technical assistance to other CCs implementing cash-based programming.

In the current structure, the LFS PDM will be directly supervised by the Country Director. The Country Director is responsible for Programme Development at Country level. The Programme implementation is delegated to the Programme Manager who will collaborate closely with the LFS PDM on this.

Duties and responsibilities

  1. Continue to develop the LFS strategy, develop the macro-logframe and technical guidelines that are aligned with regional and global strategies and priorities.
  2. Compliance with and adherence to NRC policies, CC tools, manuals and guidelines.
  3. Responsible of development of LFS funding proposal, project budgets and donor reports.
  4. Overall management of project staff.
  5. Coordinate and manage LFS project implementation (activities, budget and project documentation) in line with proposals, strategies and donor requirements.
  6. Ensure capacity building of project staff and transfer key skills.
  7. Liaise and collaborate with relevant local and national authorities and stakeholders and represent NRC in relevant forums/cluster/working groups.
  8. Promote the rights of IDPs/returnees in line with the advocacy strategy

Techniques and strategy development

  1. Contribute to the development of Country and Area strategies.
  2. Identify, facilitate and encourage innovative approaches to programming as well as relations with the public and private sector;
  3. Support the adoption of cash-based interventions (CBI) and market-based approaches across the various CCs.

Project cycle management

  1. Collaborate closely with Programme Manager on implementation of projects.
  2. Design and develop programme approaches and activities that can be piloted and scaled up to other locations within NCA&M;
  3. Contribute to designing and implementing an appropriate monitoring and evaluation system to measure the quality of programming, assess impact, cost-effectiveness and relevance of specific activities;
  4. Lead the preparation of interim and final reports related, providing technical input and ensuring coherence with the NRC's programme strategy;

Strategic coordination and engagement

  1. Contribute to the development/update of the funding strategy through donor mapping.
  2. Lead the monitoring and analysis of policy issues affecting the LFS sector and advise the country management group and the policy and advocacy team on the development of key messages.

Skills, Knowledge and Experience

  • Minimum 3 years of experience from a senior level project implementation position in a humanitarian/recovery context
  • CC-related studies (food, agriculture, livelihoods, sustainability, cash and markets) at minimum university level;
  • Experience of working in complex and volatile contexts;
  • Documented results related to the position’s responsibilities
  • Experience with integrated programming;
  • Knowledge and skills in market analysis, cash transfer interventions, value chains and market-based programmes.
  • Knowledge about one's own leadership skills/profile
  • Fluency in Spanish and English, both written and verbal
  • Household vulnerability, food security and livelihoods analysis
  • Access to employment/graduation approaches
  • Food and agricultural systems
  • Market-based approaches
  • Entrepreneurship, income generation and inclusive business
  • Knowledge of the Latin American context would be an asset
