      1. Role and Responsibilities: 

The Information Counselling and Legal Assistance (ICLA) Team Leader position is responsible for supervising and assisting staff, and managing the day to day activities of related field staff to ensure proper delivery, high quality results, and compliance to applicable laws, standards, practices, and policies and procedures. 

Generic Responsibilities: 

  1. Adhere to NRC policies, guidance and procedures 
  2. Oversee the provision of ICLA services to NRC beneficiaries according to strategy, proposals, budgets and plans. 
  3. Supervise the assigned team and ensure capacity building of project staff and transfer key skills 
  4. Develop the technical framework regarding legal services for specific targeted groups  

  5. Ensure that services target beneficiaries most in need, and explore and assess new and better ways to assist 

  6. Promote and share ideas for technical improvement 

  7. Liaise and collaborate with relevant local authorities, stakeholders and communities   

  8. Ensure that NRC’s related activities are implemented within NRC’s Protection mainstreaming guidelines and report any breaches/concerns to the line manager and/or focal point for proper action 

  9. Ensure that all protection related detected cases are referred to the concerned referral focal point and to the Protection Coordinator. 

Specific Responsibilities: 

  • Manage the provision of ICLA services in BML to the specific targeted population within the Palestinian response and other groups 
  • Develop and update guidelines, standard operation procedures and ICLA tools related to ICLA services specific to the Palestinian response and other groups 
  • Develop and implement a detailed work plan in line with ICLA objectives 

  • Supervise and support capacity building activities for frontline workers and key actors 

  • Ensure the implementation of the safe identification reporting and referral system 

  • Monitor and follow-up on the quality of the services provided  

  • Operationalize and mainstream technical inputs from ICLA National team 

  • Oversee data management and documentation related to ICLA services 

  • Conduct regular field visits, spot checks and follow up of activities 

  • Coordinate externally with relevant stakeholders, host and refugee community, local authorities, humanitarian actors and local organizations  

  • Provide regular progress reports about the activities implemented  

  • Contribute to context analysis, protection needs and trends identification 

Critical interfaces: 

By interfaces, NRC means processes and projects that are interlinked with other departments/units or persons. Relevant interfaces for this position are: 

  • ICLA National Team  

  • Protection Coordinator 

  • NRC support unit  

  • Relevant external stakeholders, host and refugee community, local authorities, humanitarian actors and local organizations 

     

2. Competencies: 

1. Professional Competencies: 

  • Bachelor degree in Law, Human Rights, International Relations, Political Sciences or equivalent  

  • Minimum 3 years of relevant job experience in a similar role, preferably within the humanitarian sector 

  • Knowledge of relevant concepts of international refugee and human rights law and understanding of protection principles 

  • Proven experience in collaborative dispute resolution and housing, land and property rights is an asset 

  • Proven experience in coordinating activities and liaising with external actors 

  • Proficiency in Microsoft Office applications including Word, Excel, and PowerPoint 

  • Proficiency in English and Arabic, both written and spoken
