Job Overview:

  • The Information, Counselling and Legal Assistance (ICLA) Team Leader (TL) in Maimana work with ICLA Officers to ensures the quality of all ICLA activities in the field through direct supervision of teams; lead by Officers. The ICLA Team Leader is dedicated to oversight, technical support, case distribution and monitoring, capacity building, and coordination with stakeholders. The ICLA Team Leader is responsible to ensure all ICLA activities and staff comply with the NRC Code of Conduct, national law, donor requirements, and ICLA’s overall objective to ensure that people affected by displacement can access their right to a durable solution.

Generic responsibilities;

  • Ensure compliance with NRC policies, guidelines and standards
  • Ensure compliance with ICLA strategy, tools, handbooks, guidelines and standards
  • Ensure that ICLA projects target beneficiaries most in need of protection and contribute to and asses new and better ways to assist target populations per the ICLA strategy.
  • Contribute to ICLA strategy development, project proposals and provide input on needs and gaps.
  • Provide specific technical support and capacity building towards project staff
  • Provide specific technical analysis and feedback to NRC representatives in coordination forums
  • Assess, promote and document ideas for technical improvement and further program development options
  • Ensure that projects target beneficiaries most in need, and explore and asses new and better ways to assist
  • Promote the rights of IDPs/returnees in line with the advocacy strategy
  • Development of holistic and needs based programmes, including cash-based interventions and marked based programmes.
  • IF APPLICABLE: Monitor and document the implementation of project activities done by implementing partners and/or contractors (plan of action activities, contracts, financial expenditures and project documentation)

Specific responsibilities;

Team Management and Coordination (50%)

  • Distribute activity targets to each team based on the individual action plan links to the project work plan.
  • Follow up and evaluate teams’ progress and professional development through weekly meetings and/or written reports.
  • Supervise implementation of activities, budgets, and reporting (including assuring quality and complete means of verification) according to project documents (project agreements, M&E matrixes, budgets, BVAs), donor requirements, NRC policies and principles, the ICLA strategy.
  • Report to ICLA Project Manager on project implementation through regular meetings and/or written reports.
  • Encourage and communicate necessary changes and improvements to ensure quality service delivery.
  • Assure team capacity building and transfer key competencies to ICLA Officers.
  • Conduct regular field visits to observe teams and to assist with activity implementation.
  • Collaborate and communicate with other NRC core competencies, local authorities, stakeholders, and other partners.
  • Create monthly forecasts for activities, transportation, spending plans, procurement requests per NRC Afghanistan’s models and follow up with support colleagues where necessary.
  • Any other task as assigned by the ICLA Project Manager.

Legal Technical Support (50%)

  • Supervise and oversee the Officer’s case management system and organize regular case review meetings at least twice a month.
  • Oversee, review, and provide strategic input on legal assistance cases. While ICLA Officers will have the primary responsibility for reviewing their teams’ legal work, the ICLA Team Leader will have final oversight and provide support for challenging cases.
  • Organize and/or conduct legal capacity building for ICLA team.
  • Represent NRC with legal stakeholders including the Bar Association, Directorate of Justice, and Law Department.
  • Develop strategic and public litigation.
  • Ensure the inclusion of cash-based interventions and marked based programmes in area-based strategies and their implementation across and within NRC’s core competencies
  • Provide an enabling environment for the implementation of cash-based interventions, including multi-purpose cash assistance, emergency cash responses

Qualification:

  • At least 3 years’ experience in supervision of staff and project focal point ensuring compliance with internal policies and procedures
  • Significant experience in monitoring, evaluation and reporting on project activities
  • Advanced computer skills, especially in Microsoft Word, Excel, Power Point and Outlook
  • Knowledge of cash-based interventions and market based programmes
  • Good knowledge of English and local languages (Both written and verbal) 

Education:

  • University degree from faculty of law or Sharia and a thorough knowledge of Afghan law, Legal Defence License from Afghanistan Independent Bar Association is an asset.
