Job Overview:

The purpose of the Information, Counselling and Legal Assistance (ICLA) Assistant position is to assist in the day to day implementation of the ICLA project in Faryab as per the given annual and monthly action plan. This position will normally not entail management responsibility of staff but will have focus of to conduct Information, counselling, legal assistance on LCD and to help the ICLA officers in doing legal assistance, counselling on HLP and capacity building trainings for duty bearers.

Generic responsibilities

  • Ensure adherence with NRC policies, tools, handbooks and guidelines
  • Implement delegated ICLA project portfolio according to plan of action
  • Prepare and develop status reports as required by management
  • Ensure proper filing of documents
  • Ensure that projects target beneficiaries most in need, and explore and asses new and better ways to assist
  • Development of holistic and needs based programmes, including cash-based interventions and marked based programmes

  • Promote and share ideas for technical improvement

Specific responsibilities

  •  Provide information, counselling, contribute to capacity building trainings and assist the Project Officers on house, land property (HLP), legal civil documentation (LCD) to refugee returnees, IDPs and host community (beneficiaries) consistent with the applicable laws, procedures and current referral system (update on actor mapping), communication with representative of IDPs is a must;
  • Coordinate with governmental and nongovernmental organizations to create and maintain a network of organizations to which returnees and IDPs can be referred;
  • Responsible for collecting and recording information about the socio-economic, security and general conditions within the ICLA’s program strategy and approach for returnees and IDPs;
  • Responsible to maintain and update standard hard and soft filing from the caseload activities;
  • Maintain updated information on current legislation and legal developments in Afghanistan, international protection frameworks and human rights laws
  • Participates in field visits for identification and follow up of activities, when scheduled.
  • Participates in preparation of monthly reports, thematic reports, and correspondence with government officials and international organizations
  • Bring humanitarian, protection and essential problems and experience of returnees before and after return to the attention of NRC and relevant departments/stakeholders through referral system
  • Attend as NRC representative in national and international meetings, when requested and promote exchange of information with relevant external actors
  • Participate in NRC staff seminars and training, when scheduled
  • Observve anonymity of clients approaching NRC and the confidentiality of information received from any clients all the time
  • Assistant and cooperate to NRC’s other core competencies including needs assessments and identifying beneficiaries where appropriate
  • Ensure the inclusion of cash-based interventions and marked based programmes in country and area-based strategies and their implementation across and within NRC’s core competencies
  • Provide an enabling environment for the implementation of cash-based interventions, including multi-purpose cash assistance, emergency cash responses
  • Any other tasks as instructed by immediate superior

Qualification:

  • At least 3 years’ experience in legal aid, counselling and capacity building programs within Humanitarian context
  • Good knowledge of Microsoft Excel and Word.
  • Experience establishing and managing a small business
  • Experience teaching or mentoring youth and people with basic education levels
  • Highs interest in teaching and mentoring – especially working with youth

Education:

  • Bachelor Degree in Law and politicial science and Sharia Law
