Please note that this is a consultancy assignment of a temporary nature, with an expected duration of approximately 19 working days.

The OSCE has co-operative and comprehensive approach to security that encompasses politico-military, economic and environmental, and human dimension aspects. It therefore addresses a wide range of security-related concerns, including arms control, confidence- and security-building measures, human rights, freedom of media, protection of national minorities, democratization, rule of law, policing strategies, border management, counter-terrorism and economic and environmental activities. All 57 participating States enjoy equal status and decisions are taken by consensus on a politically, but not legally binding basis.

The OSCE Secretariat in Vienna assists the Chairpersonship in its activities, and provides operational and administrative support to the field operations, and, as appropriate, to other institutions.

The Department of Human Resources (DHR) ensures that the OSCE benefits from a capable and committed workforce that delivers on the security priorities of participating States. DHR provides a range of Human Resources services throughout the OSCE and is responsible for the development and review of human resources policies.

Tasks and Responsibilities:

Should you be selected for the position of International Consultant - Project Manager, Cloud and Data Analytics, under the direct supervision of the Chief, Payroll and HR ERP Systems, you will perform the following duties:

1. Responding to Support requests raised against the new Taleo Platform;

2. Ensuring a managed transition from Project setup to a Support setup; ensuring that Project documentation has been completed and relevant procedures put in place to support the product;

3. Managing third party vendors and support contracts who will be providing additional support for the platform;

4. Managing successful testing and implementation of ORACLE upgrades to the Taleo system;

5. Issuing HR Data Analytics periodic reports developed using PowerBI;

6. Working with stakeholders and ascertain requirements to improve HR Data Analytic dashboards;

7. Analysing and securing back-end data feeding PowerBi reports, so that is more robust and secure;

8. Implementing new Analytic Reports;

9. Extending the HR data analytics function so that it includes other functional areas;

10. Supporting the ORACLE OBI reports for Taleo;

11. Following OSCE standards and procedures for project reporting and documentation;

12. Performing other related duties as assigned.
 


Deliverables:

  • Successful triage and processing of Taleo 2nd line support calls;
  • Ensure successful project management of Taleo upgrades;
  • Ensure required OBI reports are successfully delivered;
  • Ensure third-party providers are engaged in a timely manner;
  • Ensure budgets and invoices are correctly issued;
  • Formulate next steps of HR Data Analytics strategy;
  • Make amendments to the existing HR Data Analytic reports. 
     


Necessary Qualifications:

  • First-level university degree in computer science, software or systems engineering, or business related studies;
  • A minimum of four years of relevant professional experience, with a minimum of two years of experience in assistance of managing large, complex, enterprise ERP and/or Data Analytics projects and external vendors;
  • Experience in assistance of managing (HR/Payroll) ERP, Taleo systems and/or Data Analytics programmes through the utilization of an agile implementation methodology;
  • PRINCE2 Practitioner certification and practical experience;
  • Experience in using Microsoft Office;
  • Professional fluency in written and spoken English; knowledge of another OSCE language would be an asset; 
  • Experience in supporting ORACLE Taleo;
  • Experience in working with ORACLE BI and creating reports;
  • Experience with Power BI;
  • Experience in handling, triaging and managing Support calls;
  • Experience in managing Cloud Patch upgrades;
  • Experience with SharePoint, MS Project, Assyst, and issue management tools (e.g. Atlassian Jira) is desirable;
  • Experience in working within UN/international organizations or in the public sector is desirable;
  • ITIL certification and knowledge is an asset;
  • Experience in agile project management and delivery methods (Scrum, Kanban, DSDM etc.) is desirable;
  • Ability to effectively communicate with all levels of an organization;
  • Ability to effectively influence and negotiate without supervision;
  • Ability to operate as a team member and foster a unified team environment;
  • Demonstrate sensitivity in working in a political environment and interacting with senior leadership;
  • Excellent communication skills (written, spoken, active listening, and presentation);
  • Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities;
  • Ability to establish and maintain effective working relationships with people of different national, cultural and
    professional backgrounds, whilst remaining impartial and objective.


Remuneration Package:

Remuneration will be based on the applicable fee scale that applies to the delivery of consultancy services by individual contractors, and shall depend on the complexity of the tasks and deliverables.
