National Consultant, Development of handbook for investment promotion (SSA)

Background:Under the Economic Unit, the OSCE Programme Office in Dushanbe (POiD) supports Tajikistan in improving business and investment climate in the country, which is also one of the main priorities of the Tajikistan. In the Republic of Tajikistan, the authorized state body for investment promotion is the State Committee on Investments and State Property Management of the Republic of Tajikistan, which was established on December 28, 2006. In the structure of the Committee, the Main Department for Investment and Coordination of Foreign Assistance, the Department for Investment Promotion and the State Unitary Enterprise "Tajinvest" have been established, which are directly involved in promoting investment to the country's economy. Among others, there are other relevant structures as like the Ministry of Economic Development and Trade, Free Economic Zones and etc. which are also involved in promotion investment and attraction of investments.
In order to further enhance capacities of host country in investment promotions and its attractiveness, the POiD is planning to develop a handbook on investment to be shared with all state entities involved in this sphere, particularly useful for new staff member. This handbook will be shared with state partners as guide to reach out potential investors, developing investment projects, addressing requirements of investors and etc. In this regard, the POiD will hire one international expert to develop a handbook on investment promotion. This assignment can be done remotely and in active co-ordination with the POiD/Economic Unit and the State Committee on Investment and State Property Management. This assignment will provide support to an international consultant in development of a handbook on investment promotion. 

Objective of Assignment: 

The POiD is planning to hire a local expert to support an international expert on development of a handbook on investment promotion.


Duration of Assignment:
Three months


Tasks and Responsibilities:

Under the supervision of the Economic Officer of POiD and an international consultant, a national consultant will perform the following tasks:

  • Implement necessary tasks given by an international consultant related to the development of a handbook on investment promotion, preparing needed files and documents;
  • Support an international consultant with provision of relevant information on investment promotion and climate in Tajikistan;
  • Organize meetings with relevant state agencies (the State Committee on Investment and State Property Management and its relevant sub-structures, the Ministry of Economic Development and Trade, including Department dealing with Free Economic Zones and etc.) on investment promotion and international organizations to have understanding on overall situation and identify gaps (online);
  • Prepare report of meetings highlighting main discussions and points and share with the Economic Unit of the POiD;
  • Advise and provide relevant information to the POiD and an international consultant on current investment legislative frameworks, existing tools and instruments for investment promotion considering national investment environment, where needed provide a brief translation;
  • Provide support in need assessment analysis on current situation of investment climate in Tajikistan; 
  • Based on need assessment analysis and meetings provide support to an international expert in elaborating draft content for envisaged handbook;
  • Provide support to the international expert in drafting development of chapters with context for envisaged handbook;
  • Support an international expert in development and drafting a handbook for state entities involved in investment promotion (language of the handbook might be English or Russian, depending on recruitment of international expert);
  • This assignment can be performed remotely with active online engagement with the POiD and hired international consultant.


Deliverables:

  • Reports of the meeting are prepared and shared with the POiD/Economic Unit and an international consultant;
  • Analysis of the existing legislative documents on investment, priorities of the Republic of Tajikistan in the area of investment promotion is developed and shared with an international expert and the POiD;
  • Support to an international expert on development of needs assessment analysis is provided with list of recommendations;
  • Chapters and sub-chapters are suggested for envisaged handbook;
  • Support to an international consultant with provision of relevant information on investment promotion and climate is provided;
  • Delivering other tasks given by an international consultant those related to development of a handbook;
  • Support on development of a handbook is provided;
  • Submitted report on work done related to the assignment, comprising of detailing activities undertaken and outlining progress achieved in relation to the objectives of assignment, also stating challenges and constraints.

Necessary Qualifications:

  • University degree in economics, economic development, law, investment climate or related fields;
  • Minimum 6 years of professional experience in the field of investment promotion and investment attractiveness, particularly in Central Asian region;
  • Experience in the area of investment promotion, improving investment climate and enhancing investment opportunities;
  • Experience in development of handbook/guidebooks is a big advantage;
  • Good knowledge of the investment climate in Tajikistan, its economy and society, social and economic specifics;
  • Advanced knowledge of investment climate in Tajikistan and its legal framework, measures for promoting investment climate;
  • Certificates on passing different types of courses on improving investment climate and investment promotion is an asset;
  • Strong analytical and writing skills.
  • Professional fluency in the English, Russian and Tajik languages, both oral and written;
  • Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities;
  • Ability and willingness to work as a member of team, with people of different cultural, and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity.


Remuneration Package:

The consultant will be remunerated commensurate with consultant’s experience and qualifications in accordance with OSCE established rates. Applicants should indicate whether they wish to be included in the OSCE Roster of Consultants for similar assignments.
