Jhpiego is hiring for the position of State Program Manager for its comprehensive primary healthcare strengthening project - NISHTHA based at Guwahati, Assam. The position will work with Jhpiego India CPHC program staff to ensure timely operationalization of health and wellness centers as per the program work plan in Assam and will also additionally support in leading the COVID response work in the state.

This position requires technical expertise, public health experience, strong coordination skills, understanding of Indian public health system and ability to develop positive, professional working relationships with various government counterparts and other development partners. This position will report to Chief of Party - NISHTHA.

Responsibilities:

• Lead implementation of the Comprehensive primary healthcare project in the state of Assam.
• Provide technical assistance to state government for operationalization of Health & Wellness centres and for creating training ecosystem for certificate course in community health
• Lead implementation and scale up of innovative solutions. Establish an innovative ecosystem for co-designing, incubating and testing local solutions to address key intractable barriers that impede the delivery of Comprehensive primary healthcare centre (CPHC) in the states
• Work closely with state government counterparts to develop, implement, monitor CPHC project activities including roadmaps, work-plans, activities, reports etc.
• Meet regularly with Government/NHM officials and Health Department staff for smooth project management and respond in a timely manner to requests for meetings and reports
• Facilitate development of financial proposals for operationalization of training sites and HWCs jointly with state officials for incorporation in state’s NHM PIP
• Lead technical assistance efforts at the state level for integrating TB in HWCs and for roll out of the School Health and Wellness Program
• Work closely with supervisor to prepare work-plan, activity budgets, review expenditure, submit timely expenditure reports and ensure overall efficient use of available resources
• Manage and support implementation of the annual program work plan by assisting in designing, tracking and providing support to the implementation and monitoring of program activities
• Provide handholding support and build capacity of field teams in implementation of CPHC to achieve project goals. Coordinate with them to develop program reports to ensure state, donor and headquarter reporting needs are met
• Facilitate project activities including trainings, on-site coaching, workshop planning, logistics planning and management, travel arrangements and other activity support to ensure smooth implementation
• Support documentation of project results, successes, challenges and lessons learned
• Work with Monitoring & Evaluation (M&E) team to establish systems for tracking progress, indicators and deliverables according to agreed work-plans to ensure state and donor requirements are met
• Represent NISHTHA/ Jhpiego at national and state-level meetings involving government and development partners. Liaise with other partners working in primary healthcare
• Work to ensure efficient and effective administrative operations, maximizing the input and support of other Jhpiego staff and consultants as appropriate
• Perform other activities, as assigned by the supervisor to achieve organizational goals

Abilities/Skills:
• Strong written and oral communication skills in English, Hindi and the regional language
• Excellent advocacy skills
• Ability to develop productive working relationships with other agencies, stakeholders and other organizations including government counterparts
• Proficiency in writing technical and programmatic documents such as reports, proposals, case studies etc.
• Ability to multi task and work under multicultural environment
• Ability to handle a variety of assignments under pressure of deadlines
• Proficiency in computers – Microsoft Office
• Ability and willingness to travel up to 30 % of his/her time

Qualifications/Knowledge and Experience:

• Bachelors in Medicine, or BAMS/BHMS with valid registration. Post-Graduation in Public Health (MPH/ DPH)/ Public Health Management / Community Medicine is a must
• 7 - 10 years of experience of working with government counterparts, with at least 3 years of experience of managing staff
• Technical knowledge and field experience in public health programs
• Familiarity with the Indian health system, newer initiatives in health sector and relevant government policies/strategies particularly NHM and Ayushman Bharat
• Prior working experience in Assam and knowledge of local language will be an added advantage
• Experience in implementing and managing large-scale programs
• Experience in managing a team of diverse professionals
