Advisor- Supply Chain Management
Based at New Delhi

In India, Jhpiego works across various states in close collaboration with national and state governments, providing technical assistance in the areas of family planning, maternal and child health, strengthening human resources for health, and non-communicable diseases. These programs are funded by USAID, Bill & Melinda Gates Foundation, David & Lucile Packard Foundation, Children’s Investment Fund Foundation (CIFF), MSD for Mothers and others.

Jhpiego is hiring for the position of Advisor- Supply Chain Management based at New Delhi for its USAID funded NISHTHA project, which aims at strengthening comprehensive primary healthcare in India. As a part of its health systems’ strengthening efforts and providing TA for COVID-9 response, NISHTHA project aims to support a few identified states for strengthening the supply chain management of drugs, essential commodities, and critical care supplies including medical oxygen by addressing most critical bottlenecks in the oxygen supply.

The position will provide technical, and managerial expertise to assess the gaps/needs in supply chain management of drugs, essential commodities, and critical care supplies including medical oxygen with a special focus on the primary and secondary healthcare settings. This is a fixed-term position for two years till April 2023, with a scope of further extension based on performance and continuity of funding.

Roles and Responsibilities:
• Landscape the existing supply chain systems for drugs, diagnostics, commodities at primary healthcare level upto Subcentre-Health and Wellness Centres, in selected intervention states
• Assess the gaps and needs in the supply chain system in the identified states
• Design interventions to address the gaps and needs in supply chain management in the value chain of primary healthcare system
• Provide domain expertise to build supply chain capacity of various cadres of Government staff at national level, state level.
• Develop trainings for capacity building of external and internal stakeholders on supply chain management in health sector
• Bring technical expertise in understanding of oxygen ecosystem in India and addressing gaps in oxygen supplies on short term and long-term basis
• Monitor and manage the subaward for strengthening supply chain management for medical oxygen by supporting the states to build short term and long-term solutions.
• Scout for innovative solutions in addressing the supply chain management for drugs, commodities, oxygen etc. within the Indian health care system
• Work closely with larger CPHC team at Jhpiego to support states governments on the supply chain management in the primary healthcare settings
• To explore, initiate, facilitate partnerships with various players in supply chain management domain to strengthen response to needs in CPHC and COVID-19
• Represent NISHTHA/Jhpiego at various forums as supply chain management expert.
• Perform other duties as assigned by the supervisor from time to time for smooth functioning of the program and to achieve program goals.

Abilities/Skills

Qualifications and Experience
• Post graduate /Professional degree in Supply Chain Management/ Logistics management/ Pharmacy or any other related field.
• Minimum 7-10 years of experience in health supply chain management, with at least 3-4 years of experience in providing technical assistance/consulting for public health supply chains at national/state level.
• Previous experience/ Demonstrated expertise in a similar role is essential for this position.
• Understanding of oxygen supply ecosystem in India
• Expertise in functions and practices of supply chain in government organizations/ departments and knowledge of best practices in supply chain management.
• Familiarity with the Indian public health system, newer initiatives in health sector and relevant government policies/ strategies particularly National Health Mission, and Ayushman Bharat
