Background

The humanitarian situation in Somalia remains fragile. OCHA's role is to support humanitarian actors to ensure that humanitarian assistance reaches the people who need it in a timely and effective manner. OCHA's support includes reporting on the humanitarian situation and raising awareness on humanitarian needs and gaps in the provision of assistance. OCHA will continue to:

  • Advocate for access to basic services, especially water, sanitation, education, and health for vulnerable communities, including collecting, analyzing and disseminating information to humanitarian partners and negotiating access.
  • Support the government efforts and humanitarian organizations to advocate for humanitarian assistance and protection services for people in vulnerable circumstances.
  • Coordinate the implementation of humanitarian public information in Somalia with UN agencies and programmes, national and international NGOs and local authorities/communities as appropriate, focusing on strengthening the cluster approach.
  • Contribute to enhancing a protective environment that respects all human rights, including IDPs, returnees, and minority clans.

Duties and Responsibilities

Under the overall guidance of the Information Management Officer, the, Geographical Information System Associate will play a key role in ensuring the primary objectives of OCHA Somalia are met.

Summary of key functions:

  • Provision of technical support in GIS cartographic production, GIS data production and Spatial Analysis;
  • Data Collection and Analysis;
  • Mapping by providing GIS work;
  • Preparation and update of Somali reference and operational maps;
  • Develop GIS and related info-graphic products for stakeholders;
  • Supports facilitation of knowledge building and knowledge sharing
  • Provision of technical support in developing and maintaining efficient and accurate information management systems;

Provision of technical support in GIS cartographic production, GIS data production and Spatial Analysis;

  • Providing assistance in timely preparation, maintenance and provision of geographic information and maps, both physical and digital, to support OCHA Office in Somalia – and the humanitarian community in response coordination;
  • Providing technical support to the unit in geographic information and mapping applications including web-based applications
  • Assisting in the collection, processing, evaluation and dissemination of geographic data under the supervision of Information Management Officers;
  • Converting GPS data into GIS layers for map production and GIS analysis;
  • Contributing to the quality assurance/quality control on all products generated and disseminated by the unit, including geographic data and maps;
  • Supporting in archiving OCHA's geographic data and maintaining minimal data preparedness datasets using OCHA Metadata standards;
  • Support the production and update information products such as reports, charts and infographics by turning data into graphical products to convey messages and storyline; develop advocacy

Provides mapping and GIS support, focusing on the achievement of the following results:

  • Provides GIS support to the Office in general and Clusters assisting in the development of appropriate maps to support humanitarian decision-making and reflect humanitarian response;
  • Support the maintenance of an inventory of UNOCHA produced maps and geo-datasets and where possible, those available from other humanitarian partners.

Preparing and updating reference maps of Somalia:

  • Production and update of reference maps for Somalia based on available data;
  • Preparation and maintenance of descriptive maps that provide inventory of local resources such as infrastructure.';
  • Management of the development, quality control and production of maps;
  • Provision of GIS information and maps in appropriate formats to be used in seminars and workshops.

Supporting the IMO in developing GIS and related info-graphic products for stakeholders:

  • In close collaboration with the Information Management Officer, determine the primary data, mapping and info-graphic elements required internally and externally to support humanitarian decision making;
  • Provide full support to the information management officers in data analysis related to the 3Ws and Humanitarian Dashboard.
  • Develop and maintain a client-oriented approach with all relevant stakeholders to help identify their mapping requirements to ensure that information and maps are relevant for planning;
  • Regularly review and seek feedback from clusters to regularly review product suitability.

Supports facilitation of knowledge building and knowledge sharing, focusing on achievement of the following results through:

  • Identification and promotion of different systems and applications for optimal content management, knowledge management and sharing, and information provision;
  • Contributions to knowledge networks and communities of practice;
  • Facilitation of staff's ability to use existing and emerging technology via organization of training for the OCHA staff and stakeholders on IM tools;
  • Applying of synthesis of lessons learned and best practices directly linked to IM and ICT management to everyday work;
  • Regularly review and seek feedback from clusters to regularly review product suitability.

Provision of technical support in developing and maintaining efficient and accurate information management systems through:

  • Maintaining existing information management databases and systems with the collected data enabling the production of respective reports and information products;
  • Maintain proper workflows for the data collection, analysis, dissemination to relevant stakeholders for action;
  • Organize, design and carry out the evaluation and analysis of Somalia datasets through meaningful statistical techniques;
  • Develop ad hoc analysis on demand for partner organizations.

Required Skills and Experience

Education:          

  • Secondary Education with specialized certification in statistics or economics or related areas with a combination of seven (7) years of relevant experience is required;
  • A University (bachelor’s degree) Degree in Geographical Information Systems (GIS) or geometrics or economics, statistics or related fields with relevant of four years of experience is desirable but it is not a requirement.

Experience:        

  • 7 years of relevant experience in data processing, analysis and mapping utilizing popular statistical and mapping software packages (e.g. ArcGIS/ SPSS etc.);
  • Should have field experience in the use of GPS for mapping;
  • Experience in managing and updating website content;
  • Experience in management of data harmonization systems with special emphasis on data quality control;
  • Experience in the usage of computers and office software packages (MS Word, Excel, etc.)
  • Familiarity with the UN system is desirable

Language Requirements:              

  • Proficiency in both oral and written English is required;
  • Knowledge of Somali is a requirement.
  • Working knowledge of other UN language is desirable
