The purpose of this consultancy is to provide technical assistance to the Ministry of Health in the development of a Tamil online training package on Infant and Young Child Feeding (IYCF) (which includes Growth Monitoring and Promotion or GMP) with a special focus on feeding sick children while preventing communicable infections such as COVID 19 in Tamil and supporting the development of Tamil scripts for the short IYCF videos

The purpose of this consultancy is to provide technical assistance to the Ministry of Health in the development of a Tamil online training package on Infant and Young Child Feeding (IYCF) (which includes Growth Monitoring and Promotion also mentioned as GMP) with a special focus on feeding sick children while preventing communicable infections such as COVID 19 in Tamil and supporting the development of Tamil scripts for the short IYCF videos.

 

Activities and Tasks:  

 

In consultation and agreement with the Health and Nutrition officer/CSD (Child Survival and Development) Manager and in close collaboration with the Family Health Bureau (FHB) of the Ministry of Health, the consultant will ensure implementation of the following specific tasks in a timely manner as per UNICEF rules and regulations:

Technical preparation of the draft Tamil IYCF modules – The Consultant should provide technical guidance to the team of Tamil translators in preparation of the Tamil modules, by reviewing all the translated modules, suggesting appropriate revisions and finally clearing off the final modules ready for production. There are 6 modules each of which would have 5-6 broad areas which has 30-45 sessions and an assessment (Multiple Choice Questions type questions and answers and other types of assessment) based on the existing IYCF packages production. Each of the sessions would have presentations with power point slides voiced over by selected technical experts, videos (most of them can be selected from already available videos). Approximate length of a session would be 30-45 minutes. In this endeavour the consultant would have to work closely with the local Company already recruited for the development of the online package and guide them in the production of a quality IYCF Tamil online package.

  1. Guide and Support the Family Health Bureau in the work related to technological preparation of the Tamil IYCF modules
  2. Support Family Health Bureau in the preparation of the Tamil scripts for the IYCF videos

 a)  Provide technical assistance to the  FHB for the development of the   scoping of business requirements for Tamil online e-learning training package on IYCF (which included GMP) and development of short videos 

b)  Provide technical support and guidance in the translation of the scripts for the Tamil online training package (modules and sessions for each module and the assessments) in consultation with the technical core group of the Ministry of Health that includes; Presentations, demonstrations, videos, assessment formats, MCQs, scripts for role plays, extra reading material and the Tamil scripts for the IYCF short animated video

 Provide technical assistance to the  FHB for the development of the   scoping of business requirements for Tamil online e-learning training package on IYCF (which included GMP) and development of short videos  - Agreed scoping of business requirements document for the Tamil online training package and the IYCF short videos 

 Provide technical support and guidance in the translation of the scripts for the Tamil online training package (modules and sessions for each module and the assessments) in consultation with the technical core group of the Ministry of Health that includes; Presentations, demonstrations, videos, assessment formats, MCQs, scripts for role plays, extra reading material and the Tamil scripts for the IYCF short animated video - Finalized scripts for the Tamil IYCF including GMP online training package (modules and sessions for each module and the assessments) including presentations, demonstrations, videos, assessment formats, MCQs (Multiple Choice Questions), extra reading material and the scripts for the Tamil IYCF short videos

 Finalize the draft Tamil online training package on IYCF (including GMP) and the Tamil IYCF animated videos ready for hosting at the FHB server to be handed over - Finalized Tamil online training package on IYCF (including GMP) and the IYCF short animated videos ready to be uploaded to the module platform

 

Work Relationships :

The consultant will work in close consultation with the relevant officials from the Ministry of Health and in close collaboration with the UNICEF country office counterparts and stakeholders. The consultant will work closely with the Technical committees of the Ministry of Health providing oversight over this work. At each stage of the project, consensus should be reached with the relevant officials from the Ministry of Health. Where relevant, the consultant should participate in discussions to the technical committee and/or the stakeholders.

 

 To qualify as an advocate for every child you will have…

Qualification or specialized knowledge/experience required for the assignment:

  • Substantial technical experience on Infant and Young Child Feeing and Growth Monitoring and Promotion including implementation of the Child nutrition programme in Sri Lanka
  • Long years of experience in conducting Tamil IYCF and growth monitoring training progrmmes at the National level and at District level in Sri Lanka
  • Proven record of experience in reviewing and updating the IYCF and Growth Monitoring and Promotion training package as appropriate for the country context  
  • Broad understanding of the functionality and the role of the Ministry of Health and Provincial and Regional health sectors in Child Nutrition   
  • Broad understanding of collaborative working with the officers at central level and at provincial and divisional levels
  • Ability to work in consultation with the stakeholder technical advisory committee throughout the process
  • Good skills in reviewing and editing Tamil documents

     

  1. Education: University higher degree in public health, paediatrics, nutrition, or other related discipline
  2. Specialist skills: Master Trainer in Infant and Young Child Feeding and Growth Monitoring and Promotion, proven track record in conducting IYCF training programmes, Growth Monitoring and Promotion training programmes for trainers and trainees.
  3. Years of experience:  At least 8 to 10 years of experience in IYCF, GMP child nutrition including IYCF programme planning, implementation, and relevant work experience in the field of Nutrition.
  4. Competencies: Excellent communication, facilitation, report writing skills and editing documents. Working experience with UN, governments, and other partners/stakeholders at national and sub-national levels
  5. Languages required: Excellent language skills in Tamil and high level of competency in English .

Contract Duration: 07 (seven) months on deliverable basis

Expected start date: 01 July 2021
