National Consultant - Monitoring and Evaluation (ECHO/Emergecies) Consultant - Luanda, Angola - Home-based (2.5 Months)

The Monitoring and Evaluation (M&E) Consultant will work in close collaboration with the Planning Specialist, and under the supervision of the Chief PME, to support of technical M&E assistance for the efficient and effective implementation of PME section activities and across the office. In particular, the M&E Consultant will support the PME section in the required technical M&E assistance for efficient and effective implementation of the ECHO emergency project lessons learned exercise (LLE).

How can you make a difference?

The M&E consultant will work in close collaboration with the Planning Specialist, and under the supervision of the Chief PME, to support of technical M&E assistance for the efficient and effective implementation of PME section activities and across the office. In particular, he/she will:

• Support desk review: the national consultant is expected to support the analysis of key secondary sources of information relative to the design, planning and execution of ECHO emergency project from October 2020 to September 2021. This critical revision must include the current situation of ECHO and the emergencies in the country, including background research on nature, performance and results of ECHO
• Provide support for elaboration of the inception report (first deliverable): based on desk review, evaluation tools, a tentative evaluation schedule (specifying proposed sequence of activities), etc. for the lessons learned exercise for Angola response to COVID-19
• Support collection, analysis and triangulate evidences relative to ECHO emergency project: gathering qualitative and quantitative information, aligned to the evaluation objectives, matrix and questions, regarding the contributions of ECHO emergency project to the COVID-19 response in Angola. The fieldwork to be implemented in the five targeted municipalities in Luanda.
• Provide support on formulation of draft version of the LLE report: based on triangulation of collected (quantitative and qualitative) information and according to the evaluation matrix, offering straight forward evidence-based answers to the evaluation criteria and questions and highlighting the evidences relative to the work done by ECHO emergency project around gender, equity and child rights
• Support facilitation of validation workshop on results: present the main findings, conclusions and recommendations of LLE to promote the discussion about the feasibility and pertinency of the recommendations.
• Provide support to the last version of the report (fourth/final deliverable): with feedback received from different stakeholders (derived from the validation workshop).

To qualify as an advocate for every child you will have…

• An university degree in one of the following areas: social sciences, statistics, demography, economics, development or related
• A minimum of 5years of relevant professional experience in 
  in development contexts for monitoring and evaluation (M&E), research or program planning and development, providing technical support to different social actors in planning, program evaluation and impact assessment
• Proven experience in developing program theories of change, results and M&E frameworks; in managing evaluations, using quantitative and qualitative methods
• Experience in building capacity of technical professionals in program management and M&E; in facilitating and
  nurturing professional networks with practitioners and policy makers across UN agencies, governments and nongovernmental organizations
• Experience in engaging policy makers on the generation of evidence-based policies.
• Previous work in experience in emergencies and work in the field will be considered an asset
• Fluency in Portuguese English is required. Good working knowledge of English is an asset. Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) or a local language is an asset.

Terms of Payment: The consultant will be paid an all-inclusive fee as per the stipulated deliverable and payment schedule 

Contract Duration: 2.5 months
