Surveillance Coordinators

Multiple positions based at districts of Arunachal Pradesh, Madhya Pradesh, Nagaland, Sikkim, Manipur, and Mizoram

In India, Jhpiego works across various states in close collaboration with national and state governments, providing technical assistance in the areas of family planning, maternal and child health, strengthening human resources for health, and non-communicable diseases. These programs are funded by USAID, Bill & Melinda Gates Foundation, David & Lucile Packard Foundation, Children’s Investment Fund Foundation (CIFF), MSD for Mothers and others.

Jhpiego under its flagship health systems strengthening project NISHTHA (funded by USAID), is providing technical assistance to the national and twelve state governments on strengthening the comprehensive primary health care. NISHTHA is also providing technical assistance to six states - Arunachal Pradesh, Madhya Pradesh, Nagaland, Sikkim, Manipur and Mizoram for strengthening the public health surveillance systems through support in roll out and implementation of IHIP (Integrated Health Information Platform). The project now envisages to intensify its efforts and expand its geography of work on strengthening public health surveillance working closely with the surveillance units at the district, state and at the national level.

The incumbents will be positioned at any district headquarter in the project geography based on program requirements and will work in close coordination with state and district surveillance teams of the allotted districts. Number of positions are – Arunachal Pradesh (5), Nagaland (3), Manipur (3), Mizoram (2), Sikkim (1) and Madhya Pradesh (4). This will be a fixed term position for a duration of two years and extendable based on performance, availability of funding and state’s requirements.

Responsibilities:

• Providing technical assistance to government counterparts in assigned division or district on all programme aspects of disease surveillance including implementation of IHIP, community surveillance, private sector engagement and innovative tech solutions to enhance surveillance functions in accordance with the guidelines and procedures provided by NISHTHA/ Jhpiego and the Department of Health and Family Welfare, National and the State Government.
• Facilitate the support for activities & coordination between divisional and state surveillance teams including epidemiologists, medical officers, surveillance officers, data managers, microbiologist and lab technicians for accelerating improvements in the area.
• Assist the district surveillance team in carrying out outbreak investigation of all diseases covered under IDSP.
• Conduct gap assessment of the existing disease surveillance system in the assigned districts and develop plan for improving key indicators.
• Support in development of operational guidelines, tools, checklists and the other necessary resource materials for training and capacity building of health workers in the state.
• Plan, facilitate and supervise the trainings of the District Surveillance officers and Epidemiologists and Data Managers in the assigned division and districts in that division.
• Travel to assigned districts as in when required for training and monitoring uptake of IHIP platform among district surveillance teams.
• Organize and monitor timely collection, compilation and analysis of surveillance data from all the assigned districts and give feedback to the concerned reporting units / Districts and state program lead for its regular uptake.
• Work with Monitoring & Evaluation (M&E) team at state and divisional level for data compilation and monitoring data on IHIP platform and generating intelligence inputs and advising on corrective actions for teams.
• Coordinate formal reviews of assigned districts with state lead and state in charge of IDSP.
• Coordinate regular meetings of key strategic stakeholders, lab partners, field epidemiologists, training partners and potential vertical program collaborations as in when required.
• Perform other duties as assigned by the supervisor or the country office team.

Abilities/Skills:

• Strong written and oral communication skills in English and Hindi.
• Proficiency in writing technical and programmatic documents such as operational guidelines, assessment reports, training materials, program reports etc.
• Direct experience of independently liaising with government health functionaries, district level administrators and other development partners.
• Data analysis, data visualization, and analytical thinking skills
• Ability to handle a variety of assignments under pressure of deadlines.
• Microsoft Office computer skills, proficiency in Word, Excel, PowerPoint and Outlook.
• Ability to travel up to 50% of his/her time.

Qualifications/Knowledge and Experience:

• BDS/ BAMS/ BHMS/ B.Sc. Nursing is preferred with an essential Master’s in Public Health (MPH), Diploma in Public Health (DPH) or Post graduation in Health Management.
• 0-2 years of experience of working with government programs and systems for large scale public health programs especially health systems strengthening interventions.
• Familiarity with Indian public health system, key stakeholders and relevant government policies/strategies—particularly Ayushman Bharat, National Health Mission and Integrated Diseases Surveillance Program is required.
• Understanding of public health surveillance is desirable.
• Past experience of working with Government departments such as NHM, Directorate of Health Services will be an added advantage.
