Organizational Setting

The Department of Safeguards is the organizational hub for the implementation of IAEA safeguards. The IAEA implements nuclear verification activities for some 180 States in accordance with their safeguards agreements. The safeguards activities are undertaken within a dynamic and technically challenging environment including advanced nuclear fuel cycle facilities and complemented by the political diversity of the countries.

The Department of Safeguards consists of six Divisions\: three Operations Divisions\: A, B and C, for the implementation of verification activities around the world; three Technical Divisions\: Division of Concepts and Planning, Division of Information Management, and Division of Technical and Scientific Services; as well as two Offices\: the Office of Safeguards Analytical Services and the Office of Information and Communication Services.

The main objective of the Department is to maintain and further develop an effective and efficient verification system in order to draw independent, impartial and timely safeguards conclusions, thus providing credible assurances to the international community that States are in compliance with their safeguards obligations. The departmental operating environment is interactive, participative and dynamic with continuous inputs received from the Board of Governors, the General Conference, policy- and decision-makers, as well as counterparts in Member States and in the international development community.

The Division of Information Management comprises four Sections and provides the Department of Safeguards with data processing services, secure information distribution, information analysis and knowledge generation necessary to draw independent, impartial and soundly based safeguards conclusions.

Main Purpose

 

Reporting to the Team Leader (SGIM), the Data Scientist drives the development and enhancement of the analytical tools and statistical models supporting safeguards analysis and the drawing of safeguards conclusions. He/she leads the design, development and implementation of appropriate analytical models to integrate existing and new safeguards tools in support of the Department's objectives with regard to nuclear verification evaluations.

Role

 

The Data Scientist is\: 1) an expert, designing and developing analytical models and highly complex algorithms; 2) an advanced communicator of technical and business concepts within the safeguards specific environment; 3) a specialist in applying advanced mathematical and statistical techniques within the Division; and 4) a key contributor to broader efforts to develop and improve information analytical capabilities across the Department.

  • Lead the implementation of machine-learning models and oversee the data wrangling process for machine learning projects.
  • Develop processes and tools to monitor the model performance and accuracy of analytical tools and statistical models.
  • Develop effective metrics, key performance indicators, and visualization techniques.
  • Lead the development and maintenance of effective standards, guidelines and operating procedures for the use of data science tools.

Qualifications, Experience and Language skills

 

  • An advanced university degree in data science or a related field, e.g. applied mathematics, statistics. A first level university degree in data science or a related field, e.g. applied mathematics, statistics, with four additional years of relevant experience may be considered in lieu of the advanced degree.
  • Minimum of seven years of relevant working experience in a data science environment, including substantial experience of leading data science projects.
  • Extensive experience in modelling complex structured and unstructured data and identifying process and tool improvements through the use of algorithmic, statistical, visualization, and mining techniques.
  • Experience of manipulating and analysing complex, high-volume, high-dimensionality data from varying sources.
  • Excellent oral and written command of English. Knowledge of other official IAEA languages (Arabic, Chinese, French, Russian and Spanish) is an asset.

Remuneration

 

The IAEA offers an attractive remuneration package including a tax-free annual net base salary starting at US $74913 (subject to mandatory deductions for pension contributions and health insurance), a variable post adjustment which currently amounts to US $ 39329, dependency benefits, rental subsidy, education grant, relocation and repatriation expenses; 6 weeks' annual vacation, home leave, pension plan and health insurance
