Consultancy to Revise and Update the National Strategic Plan for Pre-adolescent and Adolescent Health - National

The Ministry of Health and Wellness requires a consultant to facilitate a review of the 2011-2016 National Strategic Plan for Pre-adolescent and Adolescent Health (NSPPA). Based on the results of this review, the consultant will complete the drafting of revised NSPPA for the period 2021-2026. The process must include wide consultations with relevant stakeholders and a robust participatory process engaging adolescents and young people.

Location of Consultancy:  Kingston, Jamaica

Duration:   4 Months

Anticipated Start Date:   July 2021

Anticipated End Date:     November 2021

OBJECTIVES

The specific objectives of the study are as follows-

These consultations will provide the basis for the following:

  • Assessment of key achievements and issues in policy, legislation and service delivery
  • Areas which have not been achieved and reflections on bottlenecks and challenges which hampered their achievement.
  • Key concerns and emerging needs of users and providers of health services in the public and NGO sectors.
  • Proposed theory of change for the strategic plan

 

 

 

 

 

 

To qualify as an advocate for every child you will have:-

EDUCATION ,KNOWLEDGE AND EXPERIENCE

 
  • Advanced degree in Social Sciences, Public Health, Development Studies or similar relevant qualification 
  • At least five years’ experience in policy development, planning and management
  • Knowledge of adolescent development would be an added advantage, but is not essential.
  • Must have experience in conducting research and data analysis
  • Must have experience in conducting research and data analysis
  • Must have experience in Monitoring and Evaluation methodologies
  • Good communication and writing skills and competence in basic IT packages, particularly MS Word and MS Excel.
  • Experience in the field of health would be an asset.

RECOURSE:

UNICEF reserves the right to withhold all or a portion of payment if performance is unsatisfactory, if work/outputs is incomplete, not delivered or for failure to meet deadlines and completion of all mandatory trainings. Performance indicators against which the satisfactory conclusion of this contract will be assessed include: timeliness/quality of submission and responsiveness to UNICEF and counterpart feedback.

PROPERTY RIGHTS:

UNICEF shall hold all property rights, such as copyright, patents and registered trademarks, on matter directly related to, or derived from, the work carried out through this contract with UNICEF.

TRAININGS:

Consultants and Individual contractors, even those working from home, must complete the following online courses prior to signature of contract.  All certificates should be presented as part of the contract.

Consultants and Individual Contractors must complete the following course before commencement of any travel on behalf of UNICEF. 

Any consultant or individual contractor who is issued a UNICEF email address must complete the following courses no later than 30 days after signature of contract.

Individuals will be required to complete mandatory trainings after being awarded the consultancy and will be required to complete mandatory trainings, sign and submit key documentation and provide proof of health insurance before signing the contract to commence services.

Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.

Consultants and individual contractors are required to certify that they are covered by medical/health insurance.
