Org. Setting and Reporting

This position is located in Goma within the United Nations Stabilization Mission in the Democratic Republic of the Congo (MONUSCO). Under the overall command of the Principal Security Adviser, the Associate Security Officer reports to the Chief of Section Special Investigation Unit (SIU).

Responsibilities

Within delegated authority, the Associate Security Officer may be responsible for the following duties:

• Performs routine investigations and assessments to ensure the SOP’s are followed and where necessary advise the Chief of Section on training requirements based on UNDSS investigations and/or OIOS investigations manual, etc.

• Conducts routine security surveys of office and residential areas and premises.

• Investigates and prepares reports on minor cases of theft, illegal entry, assault, or other incidents when the extent of the infraction is readily determinable.

• Assists the Chief of Section or other higher grade Security Officer in establishing policies and procedures for reviewing investigations, SOPs and policies within SIU.

• Support Chief of Section in preparing reports related to investigative activity when need arises.

• Assists in the recruitment, training and supervision of national and international investigators and SIU assistants.

• Liaises with local authorities to discuss potential problems and plans possible methods of resolution.

• Serves as member of interdisciplinary team on matters of non-routine nature, such as mine removal, evacuations, medical emergency or hostilities that threaten the safety of staff and dependents.

• Performs other duties as assigned.

• PLANNING& ORGANIZING: Develops clear goals that are consistent with agreed strategies; identifies priority activities and assignments; adjusts priorities as required; allocates appropriate amount of time and resources for completing work; foresees risks and allows for contingencies when planning; monitors and adjusts plans and actions as necessary; uses time efficiently.

Education

Advanced university degree (Master's degree or equivalent) in Criminology, Security risk management, business administration, political/social science, psychology, international relations or a related field. A first-level university degree in combination with two additional years of qualifying experience in military, police or security management may be accepted in lieu of the advanced university degree. Any UNDSS Certification such as SCP, SAPP, HIM or Security Investigation is an advantage.

Work Experience

A minimum of two years of progressively responsible experience in security management or similar entities within a military, police or security organization is required.
Relevant investigative experience acquired in the fields: fraud examination and sexual misconduct is desirable.
At least one year of experience in managing a military, police or security unit operating in a conflict or post conflict environment is desirable.
At least one year experience and exposure at the international level is desirable.
Desirable experience: experience in planning and handling security investigation including experience in investigations operations and its SOP; security planning, security operations, security risk assessment, standard operating procedures, physical security, coordination with local authorities and law enforcement agencies, emergency communication system, crisis. management, hostage incident management, security administration, security logistics in a post-conflict environment, security staffing in post-conflict and multicultural environment.

Languages

English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in oral and written English is required. Knowledge of French is highly desirable.

Assessment

Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
