  1. Role and responsibilities

 

The Shelter and Settlements Coordinator is responsible for implementing the delegated Shelter and WASH project portfolio within Beirut and Mount Lebanon area and managing the day-to-day activities of field staff to ensure proper delivery, high quality results and compliance to applicable laws, standards, practices, policies and procedures in coordination with the Area Manager.

 

Generic responsibilities

 

  1. Adhere to NRC policies, guidance and procedures
  2. Contribute to Shelter and WASH Strategy development, project proposals drafting and development, and provide consistent input on needs and gaps
  3. Manage and implement delegated portfolio of the projects (activities, budget and project documentation) as delegated from the line manager in line with proposals, strategies and donor requirements, and ensure high technical quality
  4. Oversee the provision of Shelter and WASH services to NRC beneficiaries in the relevant area according to programme strategy, project proposals and budgets
  5. Supervise the Shelter and Settlements team, ensure their capacity building and transfer key skills
  6. Ensure implementation of project cycle management activities according to NRC framework
  7. Promote and share ideas for improvement and necessary changes in shelter activities
  8. Liaise and collaborate with relevant local authorities and key external stakeholders
  9. Ensures that NRC’s related activities are implemented within NRC’s Protection mainstreaming guidelines and reports any breaches/concerns to the line manager and/or focal point for proper action
  10. Ensure that all protection related detected cases are referred to the concerned referral focal point and to the related Protection Coordinator

 

 

 

Specific responsibilities

The Shelter Coordinator, in close coordination with the Project Manager and Area Manager, will:

  • Work closely with the staff members to set and monitor objectives and work plans to ensure activities are implemented in accordance with overall project objectives
  • Oversee the delivery of agreed outputs and quality of the Shelter and WASH activities being implemented and take timely and considered decisions on how to respond to changing needs of beneficiaries in close liaison with the Shelter Project Manager
  • Ensure proper documentation and filing of Shelter/Wash related documents
  • Manage the impelementation of the Shelter and WASH upgrades, including minor repairs, minor rehabs, major rehabs (structural stabilisation), reconstruction and infrastructure upgrades in line with the NRC Response StrategyEnsure that mapping of areas, shortlisting of neighbourhoods and properties, and beneficiaries identification and selection for Shelter are consistent with programme guidelines
  • Supervise the implementation of works, with contractors and beneficiaries, ensuring accountability and compliance with donors requirements
  • Manage the direct costs of the budget, including the preparation, monitoring and updating of the financial work plans, to ensure resources are managed effectively and efficiently as delegated by the Project Manager
  • Ensure that the Shelter and WASH database is updated with all shelter activities info and data (in all different stages)
  • Prepare timely internal monthly reports and contribute to donor reporting and inter-agency reporting mechanisms on both area and national levels
  • Contribute to protection needs and trends identification and ensure adequate Shelter response in line with National Shelter Strategy
  • Liaise closely with other humanitarian actors, including active participation in sectoral working groups and through bilateral meetings in order to maintain information on and coordinate activities, and to exchange information and lessons learned.
  • Perform any other Shelter and WASH related tasks as requested by the line manager.

 1. Professional competencies

 

  • Bachelor degree in Civil Engineering or any other related field
  • Minimum 3 years of relevant job experience in a similar managerial role, preferably within the humanitarian sector
  • Knowledge of relevant concepts of international refugee and human rights law and understanding of protection principles
  • Significant understanding of Lebanon’s humanitarian, political and socio-economic context, and main challenges affecting refugees in Lebanon
  • Proven experience in coordinating activities and liaising with external actors
  • Proficiency in Microsoft Office applications including Word, Excel, and PowerPoint
  • Proficiency in English and Arabic, both written and spoken
