Heart to Heart International (HHI) strengthens communities through improving health access, providing humanitarian development and administering crisis relief worldwide. The Disaster Response Manager will develop disaster preparedness activities and participate in design, implementation and monitoring and evaluation of disaster response programs.

RESPONSIBILITIES

  • Plan and implement HHI disaster preparedness activities, including development of guidelines, policies and procedures according to donor and internationally recognized standards (e.g. Sphere standards, World Health Organization - Emergency Medical Team standards, etc.).

  • Develop agency guidelines and other materials for disaster response interventions in collaboration with other departments.

  • Monitor developments in areas of crises globally.

  • Write technical narrative and guidelines for proposals, reports and SOPs.

  • Develop Disaster Response Team (DRT) exercises and trainings to ensure all DRT staff and volunteers possess the competencies necessary for their roles and responsibilities.

  • Develop and foster partnerships with governmental and non-governmental organizations to expand HHI’s disaster response network.

  • Work with the Disaster Response Coordinator and DRT volunteers to ensure readiness to deploy.

  • Assume Disaster Response Director duties if required.

When Deployed

  • Deploy to disaster locations, sometimes with 24-hour notice or less, as a HHI DRT Team Lead.

  • Participate in needs assessments and data collection and analysis to support program design.

  • Facilitate the effective implementation of health programs, which may include the delivery of medical supplies and supply chain management, public health surveillance and training, surge support to partner health facilities, direct patient care in fixed/mobile health facilities and mental health/psychosocial services.

  • Lead a high performing cross-functional Disaster Response Team, including medical professionals and technical experts.

  • Ensure quality of programs through compliance with HHI, donor and national guidelines, policies and procedures, as well as internationally recognized standards (e.g. Sphere standards, WHO Emergency Medical Team standards, etc.).

  • Ensure that medical/program stocks and supplies for programmatic support infrastructure are properly planned, procured, stored and distributed to avoid stockouts.

  • Actively represent HHI at relevant cluster/coordination and technical meetings.

  • Establish and foster strong working relationships with partners and stakeholders, including UN agencies, NGOs, relevant national government departments/ministries, local/regional authorities, community leaders and beneficiaries.

  • Support accurate and complete data collection and ensure strong internal and external communication/reporting according to established timelines, which will include writing, editing and finalizing of program briefs and reports.

  • Identify programmatic gaps, issues, risks and opportunities, develop solutions and support proposal development in collaboration with HHI leadership.

  • Integrate the use of volunteers wherever possible in the implementation of disaster response activities.

Reporting

  • Support strong data management systems.

  • Work with HHI leadership to develop appropriate metrics to demonstrate the impact of HHI’s disaster response programs.

  • Ensure that reports are completed in a timely manner and in specified format.

Other Duties as Assigned

  • Manage special projects or initiatives, as assigned by the Director.

  • Provide support to HHI programs, organization-wide, when required.

  • Represent HHI with professionalism at conferences, meetings and workshops and in all dealings with partners, contractors, vendors, volunteers, beneficiaries, etc.

QUALIFICATIONS

  • Leadership position in disaster response program is an advantage.

  • Professional proficiency in English required; proficiency in French, Spanish or Arabic is an advantage.

  • Understanding of US emergency management and coordination systems is an advantage.

  • Strong critical thinking and problem-solving skills.

  • Experience in coaching and training is an advantage.

REQUIREMENTS

  • Bachelor's degree in International Studies, Political Science, Humanitarian Studies or related field from four-year college or university and two years of international disaster response experience is required; or, at least four years of international disaster response experience.

  • Minimum of one-year experience in a leadership role.

  • Understanding of international humanitarian standards and coordination systems required.

  • Ability to deploy within 24-hour notice for a duration of two weeks to six months, depending on program.
