Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. Placing women's rights at the centre of all its efforts, UN Women leads and coordinates United Nations system efforts to ensure that commitments on gender equality and gender mainstreaming translate into action throughout the world. It provides strong and coherent leadership in support of Member States' priorities and efforts, building effective partnerships with civil society and other relevant actors.

Over the past years, UN Women in Bosnia and Herzegovina has provided support to national and local stakeholders in strengthening democratic governance and advancing women’s rights through initiatives aimed at mainstreaming gender in policy planning and budgeting. Gender Responsive Budgeting (GRB) has been identified as an important tool for advancing gender equality in key national documents, in accordance with the existing BiH national policy documents on social inclusion and gender equality. In accordance with government priorities stated in the national and local plans and strategies, UN Women has been supporting government efforts in using GRB as a tool to advance gender equality and ensure that women’s needs are incorporated in policies and related budgets. The expected long-term result of these initiatives is the incorporation of gender equality principles, perspectives and priorities not only in policy making, but also in budgeting at the national and local levels, leading to greater accountability and transparency of public finances.

In order to strengthen the work hitherto done and ensure sustainability of the interventions on GRB, UN Women has initiated a regional programme with participation of Albania, Bosnia and Herzegovina, Kosovo*, Serbia and North Macedonia on “Transformative Financing for Gender Equality towards more Transparent, Inclusive and Accountable Governance in the Western Balkans” (2020-2024) funded by the Swedish International Development Cooperation. The main programme approach is transformative financing as an enabling factor for policy and financing actions to accelerate implementation of existing national and international commitments on gender equality and women’s empowerment.

Recognizing the important role LGUs are playing in ensuring needs and priorities of women and men are fully considered in local planning and budgeting processes, with particular consideration of those most severely affected by the ongoing pandemics, the programme encompasses a complex set of local level interventions.In this context, UN Women requires a national consultant to conduct capacity and training needs assessment of local administration on gender responsive policy making and budgeting, including capacities to develop gender specific policy measures and actions both in regular and in times of emergency.  The consultant with work in close cooperation with UN Women and the needs assesment report will serve to identify LGUs that could benefit from more extensive capacity development and mentoring support on GRB, including in times of emergency.

DEVELOPMENT OBJECTIVE

The overall objective of this consultancy is to contribute to development of a systematic integration of gender analytical data in budgeting procesesses and development of gender-responsive plans and budgets in Bosnia and Herzegovina.

IMMEDIATE OBJECTIVE

The immediate objective of this consultancy is identify LGUs interested in further developing their capacity in incorporating gender perspective in budgeting procesess and gender responsive actions and policy measures  both in regular and in times of emergency.

Duties and Responsibilities

Under the direct supervision of UN Women GRB Coordinator and overall supervision of UN Women Programme Specialist, national consultant is expected to:

  • Conduct a brief desk review of relevant strategic documents, policies and available analyses on gender equality and local level policy making and budgeting processes, including available researches on specific policy measures and actions, implemented by the LGUs, both in regular and in times of emergency;
  • Develop a questionnaire to assess the needs of LGUs in terms of knowledge and capacity to mainstream gender into policies, programs and budgets of LGUs with focus on local administration with the aim to build LGUs' capacities to formulate gender responsive actions and policy measures to respond to the needs of women and men both in regular and in times of emergency.
  • Coordinate closely with UN Women on the data collection process and develop a consolidated needs assessment report with specific and SMART (Specific, Measurable, Achievable, Relevant, and Time-bound) recommendations, which will be further used by UN Women to develop a training module for local administration on gender mainstreaming and GRB and its application;
  • Provide visual presentation of the data, possibly with infographics and/or other visual tools;
  • Identify, based on the survey findings and in close collaboration with UN Women from 10 to 15 municipalities that could benefit from more extensive capacity development and mentoring support on GRB;
  • Submit final report containing introduction, methodology, list of identified municipalities, key findings and recommendations on the assignment to UN Women.

Required Skills and Experience

Academic Qualifications:

  • Bachelor degree in social studies, human rights, public policy or any other related area of study.
  • Master’s degree in the same areas will be considered an asset.

Skills and Experience:

  • At least 5 years of demonstrated experience in social research, impact assessments, gender analysis and gender statistics
  • Proven background and experience at the national and/or international level in research or academic experience in the field of women’s rights and gender equality
  • Demonstrated interest in the field of gender equality and women’s rights
  • Working experience with international organizations and/or UN System will be considered an asset
  • Good analytical and communication skills with a high level of proficiency in both written and oral English and Bosnian/Croatian/Serbian.

 EVALUATION OF OFFERS UN Women applies a fair and transparent selection process that takes into account both the technical qualification of potential consultants as well as the financial proposals submitted in support of consultant applications. Candidate applications will be evaluated using a cumulative analysis method taking into consideration the combination of applicant qualifications and financial proposal. The contract will be awarded to the individual consultant whose offer has been evaluated and determined as:  

  • responsive/compliant/acceptable, and 
  • having received the highest score out of below defined technical and financial criteria. 

 Only candidates receiving minimum 50 points at technical evaluation will be considered for an interview. Criteria:Technical Evaluation (70%),

  • Bachelor’s degree a requirement
  • Master’s Degree or equivalent in similar field will be considered an advantage -10 points
  • At least 5 years of demonstrated experience in social research, impact assessments, gender analysis and gender statistics – 10 points
  • Proven background and experience at the national and/or international level in research or academic experience in the field of women’s rights and gender equality  - 20 points
  • Demonstrated interest in the field of gender equality and women’s rights – 10 points
  • Working experience with international organizations and/or UN System will be considered an asset – 20 points

 Financial Evaluation (30%)Evaluation of submitted financial offers will be done based on the following formula: S = Fmin / F * 30S - score received on financial evaluation;Fmin - the lowest financial offer out of all the submitted offers qualified over the technical evaluation round;F - financial offer under the consideration. Please note that travel costs should be covered by the consultant, if applicable.  Qualified women and men and members of minorities are encouraged to apply.
