The IRC’s Emergencies & Humanitarian Action Unit (EHAU) oversees IRC’s global acute emergency preparedness and response activities. The mission of the EHAU is to expand and improve IRC’s ability to help affected communities survive in acute emergencies and hard to reach contexts by investing in people, systems, and solutions to complex humanitarian challenges.  The EHAU team achieves this mission through ongoing rigorous risk analysis, investing in capacity strengthening of frontline humanitarians, partnership with local actors, offering collaborative support and technical assistance to teams working in emergencies and hard to reach places, and deploying and supporting world class emergency response staff as they help people affected by acute crisis situations.
The IRC Violence Prevention and Response Unit (VPRU) seeks to reduce people’s vulnerability to and support their recovery from violence, and promote transformative work for a future free from violence.  The VPRU includes a team of technical experts that design and lead programming in Protection and Rule of Law (PRoL).  The Protection EER Coordinator will work closely with EHAU and VPRU technical experts in PRoL, Child Protection and Women’s Protection and Empowerment, with other IRC teams such as Signpost, Humanitarian Action, and in partnership with local communities to provide inclusive, principled humanitarian services while engaging with communities and providing information to clients that enables them to make informed decisions about their circumstances.  
Job Overview/Summary:
External Emergency Roster Staff are deployed to support either existing country programs in their emergency response, or to initiate a new program in the crisis zone. The overall responsibility of the team is to rapidly and effectively design, develop and manage the IRC’s on-site humanitarian response to meet the immediate needs of the affected population. Response personnel are also responsible for supporting the transfer of responsibilities and knowledge to the long-term staff to ensure the continuity of IRC programming and operations.  
The Emergency Protection Coordinator leads on the IRC’s efforts to deliver protection services while mitigating barriers for diverse populations with specific needs, including the provision of quality responsive information, inclusion efforts and humanitarian access, and works with IRC field leadership and other IRC sectors to strengthen that response and to reduce risk of further harm for marginalized populations. During emergency deployments the Emergency Protection Coordinator will work under the direction of IRC’s Emergency Country Director or designated country emergency lead. 
Major Responsibilities: 
Emergency Response
•Ensure high quality and timely assessments of protection and broader violence prevention and response needs in large scale/complex emergences and provide prioritized recommendations for protection program interventions to the Emergency Unit ERT Field Director and/or Emergency Unit Deputy Director for Programs.
•Design creative, context-responsive Protection program responses and strategy in line with the IRC’s Protection emergency response program model. Specific functions are within the following areas: 
oDirect services (adapted for needs/context): Interventions to address barriers to humanitarian services for affected populations and provide inclusive humanitarian assistance; case management for marginalized people, including provision of cash assistance; community-led ‘quick impact projects’; trainings and advocacy on International Humanitarian Law (IHL) and International Human Rights Law (IHRL) in and outside of situations of armed conflict including humanitarian norms and principles. 
oInclusive access for the most marginalized: Ensure that IRC resources on inclusion and the IASC guidelines on inclusion of persons with disabilities are incorporated in program design and implementation, with a specific focus on identifying and mitigating obstacles to inclusive access across all intervention areas. 
oResponsive information services and coordination: Support provision of accessible and relevant service information services inclusive of marginalized groups, including through the IRC’s approach to responsive information services, risk communication and community engagement (RCCE) and IRC’s digital information services platform, Signpost. 
oAnalysis in support of principled access strategies: Support response strategy and implementing team in identifying, monitoring and analyzing data and information on patterns in rights violations and humanitarian access, especially as related to un(der)reached or un(der)assisted populations. Training of IRC Protection teams (and others as appropriate) to construct and use analysis for decision making and communicate with senior leadership, safety and security focal points in order to inform strategic direction of the response.   
•Coordinate with internal and external actors, particularly linking as relevant to health and MHPSS services and cash programming targeting marginalized and affected populations.
•Oversee the delivery of high quality technical proposals and reports, in line with donor requirements. This includes: 
oWork in close collaboration with IRC grants and finance staff to finalize proposals and respond to any requests for additional information;
oManage grant/program implementation including staff recruitment and training, work plan development, procurement and inventory planning, and budget management; and
oEnsure consistent reporting and analysis of results to enhance program effectiveness and quality.
•Design and implement appropriate monitoring and evaluation systems ensuring consistent reporting and analysis of results to enhance program effectiveness and quality.
•Ensure regular trend analysis of broader protection context and highlight needs in other technical fields within VPRU – Women’s Protection and Empowerment and Child Protection.
•Ensure – through program design and practice, team capacity and behavior – that clients participate in the design and implementation of IRC programs, and that their access to services and programs is meaningful and safe.
•Comply with and ensure that new Protection staff understand the IRC Code of Conduct and policies related to Protection from Sexual Exploitation and Abuse and Child Safeguarding. This includes ensuring that staff and communities have knowledge of and safe, confidential access to reporting mechanisms and support services.
•Coordinate with other agencies, local government, donors and other stakeholders to promote delivery of best practice humanitarian assistance.
•Support media and communications activities as requested by the ERT Field Director/CD/in-county emergency lead, and in line with VPRU guidance.
•Provide a comprehensive handover to successor, including ensuring transfer of all related documentation, program monitoring data and staff performance information.
Job Requirements 
•Ability to commit to deployment within 72 hours of notification of assignment for  up to 12 weeks.
•At least five years of experience developing and managing Protection programming in humanitarian contexts.
•Demonstrated ability to work effectively with agencies, local governments and community leaders and develop multi-stakeholder support for humanitarian priorities and advocacy initiatives.
•Demonstrated ability to identify creative and appropriate solutions for the populations affected by crisis, considering factors including the context and an individual client's developmental stage, gender, ability and status.
•Experience working directly or in partnership with other VPRU technical fields – Women’s Protection and Empowerment/GBV Prevention and Response and Child Protection – is an advantage.
•French, Spanish and/or Arabic language skills are an advantage.
