Background:

The OSCE has a comprehensive approach to security that encompasses politico-military, economic and environmental, and human aspects. It therefore addresses a wide range of security-related concerns, including arms control, confidence- and security-building measures, human rights, combating human trafficking, national minorities, democratization, policing strategies, counter-terrorism and economic and environmental activities. All 57 participating States enjoy equal status, and decisions are taken by consensus on a politically, but not legally binding basis.

 

The objective of the OSCE Special Monitoring Mission to Ukraine (SMM) is to contribute, in close co-operation with OSCE institutions and other actors of the international community, to reducing tensions and fostering peace and stability in Ukraine, and ensuring the observance of OSCE principles and commitments, thus establishing conditions for inclusive political dialogue aimed at achieving a sustainable transition respecting the territorial integrity and sovereignty of Ukraine.

 

The Mission is composed of about 1500 mission members, from more than 40 participating States and has a budget over EUR 100 million.

 

The Administration and Finance Department comprises the following Units: Human Resources, Medical Services, Finance and Budget, Procurement and Contracts Management, Infrastructure (including General Support Services and Dnipro Forward Logistics Base) and ICT Management.

 

The Special Monitoring Mission to Ukraine (SMM), in line with the OSCE Action Plan for the Promotion of Gender Equality, is committed to further improving gender balance among staff in all areas and levels within the SMM. Applicants are hereby notified that the Special Monitoring Mission to Ukraine (SMM) is designated by the OSCE as a non-family duty station. This designation is based on the fluid and dynamic working environment in the SMM. The currently prevailing working conditions in the duty station may include working in a hazardous location with extended hours of service, and possibly curtailed freedom of movement. Successful candidates who are appointed to locations deemed by the OSCE as hazardous will receive hazard pay. In addition, all successful candidates will be required to participate in the OSCE accident and life insurance scheme in accordance with the OSCE Staff Regulations and Staff Rules.

 

Tasks and Responsibilities:

Under the direct supervision of the Head, General Service, the Material Management Officer performs, oversees and supervises all the assets management and is responsible for maintaining  the inventory control system covering some 14000 items in SMM HQ and Field locations worth some 28 million euros of assets and material management functions in the Mission.

 

Under the direct supervision of the Head, General Service, the Material Management Officer performs the following functions:

 

  1. Initiating and making recommendations in reviews of previous instructions on inventory control of the development or contributes to the establishment of an assets management policy and detailed work plans specifying activities for implementation by SMM or the OSCE Secretariat, ensuring transparency, accuracy and consistency of records and action;
  2. Providing lead and guidance on asset management requirements to Mission Members in the Head Office, field offices and remote locations. Articulating those to ensure compliance with established regulatory policies and procedures of asset management throughout SMM;
  3. Overseeing the organization of regular briefing or training sessions on assets management requirements and procedures for all staff of the Mission; 
  4. In line with allocated financial resources and based on previous requirements, establishing and evaluation of the Mission HQ and RC stock levels for stationery cleaning supplies, furniture and drinking water. Contributing with budgetary information and overseeing the status of standing offer contracts;
  5. Proposing adjustments of stock levels of consumables as required; maintaining an allocation overview of specific critical fixed assets;
  6. Supervising the activities of the Inventory Control and Supply Warehouse (Inventory and Asset Management areas);
  7. Drafting activity reports for discussion with the supervisor, including a description of discrepancies identified; answering questions from auditors and senior management and providing explanations on inconsistencies with established records; 
  8. Responsible for analysis and performance monitoring of the effectiveness and execution of asset control procedures in the field mission, Identifying and implementing solutions to problematic areas of the asset control process;
  9. Performing other related duties as required.

Necessary Qualifications:

  • International mission members in the OSCE are internationally recruited. For the purposes of OSCE Missions (Field Operations) this means that they are hired to work in a duty station outside of their home country or country of permanent residence. As a result, nationals and permanent residents of the duty station are not eligible for international mission member positions. In the case of individuals with multiple nationalities, candidates are still ineligible for consideration even if using another citizenship for application while simultaneously maintaining the citizenship or permanent residence status of the country where the duty station is located;  
  • First-level university degree in engineering, logistics, and/or supply chain management;
  • A minimum of six years of professional managerial experience in a supply function or related logistic function;
  • Established analytical and problem solving skills including ability to make sound decisions in unclear situations;
  • Computer literate with practical experience with Microsoft applications;
  • Professional fluency in the English language, both oral and written, and the ability to communicate clearly and concisely;
  • Holding a valid driving license;
  • Gender awareness and sensitivity, and ability to integrate a gender perspective into tasks and activities;
  • Demonstrated ability and willingness to work as a member of a team, with people of different cultural and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity;
  • Working knowledge of Ukrainian and/or Russian language(s) is an advantage.

 

Remuneration Package:

Monthly remuneration subject to social security deductions is USD 5,176 to which is added Board and Lodging Allowance (currently EUR 125 per day subject to change without prior notice). Social benefits will include possibility of participation in the Cigna medical insurance scheme and the OSCE Provident Fund.
