BACKGROUND AND PURPOSE OF THE ASSIGNMENT:

WFP has the opportunity and the obligation to leverage data and technology to better ensure the environments where team members live, and work are adhering to Occupational Safety and Health standards. In March 2015 the High-Level Committee on Management (HLCM) approved the Occupational Safety and Health (OSH) Framework – United Nations Common System. This Framework gives effect to the request of the HLCM for developing OSH Policy in the UN System while describing common principles for an Occupational Safety and Health (OSH) management system and facilitating the adoption of an OSH system across the UN Organizations.

 

WFP is committed to developing and implementing a Global OSH Risk Management System with the main objectives of:

 

  • reducing the incidence of work-related injuries and ill-health and to limit their severity and impact;
  • improving the physical and mental well-being of staff members;
  • establishing defined workplace safety and health rights, responsibilities and duties;
  • establishing and updating, when necessary, occupational safety and health standards and guidance;
  • providing an accurate representation of workplace incidents, injuries and illnesses;
  • integrating safety, health and well-being considerations into organizational processes and decision-making;
  • ensuring that staff receive training and support related to workplace safety, health and well-being.

 

The Global Occupational Safety Specialist will have a key role during the OSH MS Development and Implementation Phases regarding OSH Risk Mapping and Incident Investigation processes to be implemented at WFP worldwide.

 

This position will report directly to the OSH Programme Manager and will be responsible for the following:

 

ACCOUNTABILITIES/RESPONSIBILITIES:

 

  • Work in close collaboration with OSH Cority Specialist to develop and configure the OSH Incident Investigation and Risk Assessment functionalities within the OSH global platform.
  • Develop and provide trainings on OSH related matters and technical assistance to all employees using the OSH platform worldwide.
  • Develop OSH guidelines, procedures, forms, flowcharts and instructions as required, mainly oriented to Incident Investigation, Risk Assessments and OSH compliance.
  • Develop and set up OSH Risk Register. An organizational OSH risk mapping, rating and prioritizing OSH risks, and a risk management plans for the highest risks should be implemented.
  • Monitor and collaborate with HQ and Field staff during the reporting and investigation processes, providing required assistance to reduce unnecessary deviations and delays.
  • Ensure that incidents/accident reports are accurate and appropriately uploaded into the OSH platform.
  • As part of incident investigation team, conduct OSH serious incident/accident investigations, helping/guiding the work of the OSH incident investigation committee. Assisting with the implementation of effective corrective/preventive actions in field locations. Guiding OSH Focal Points through the OSH reporting and investigation processes with regard of OSH minor events.
  • Manage OSH alerts, “lessons learned” database, risk register, incident/accident database, assessments, audits and inspections programmes, and CA/PA/OI database (Corrective Actions/Preventive Actions/Opportunities for Improvements), ensuring OSH databases are up-to-date.
  • CA/PA/OI Action Plan follow-up, registering deviations and implementing corrective measures.
  • Develop and maintain up-to-date OSH incidents/accidents indicators and KPI’s – OSH dashboard.
  • Develop and keep up-to-date OSH database, records and archiving of WFP OSH related documents, register, information and data.
  • Liaise closely with all OSH Field Focal Points in order to gather and collate accurate data about OSH activities and incidents.
  • Consolidate and analyse data on programme implementation and indicators (e.g. health, safety, reporting incidents accurately) in order to facilitate the preparation of periodic reports, activity-specific reports, as required.

This position will require to travel to the field and offices to conduct safety visits, surveys, assessments to field locations to provide and/or assist in trainings and help staff with regard of OSH Management System implementation.

 

 

DELIVERABLES AT THE END OF THE CONTRACT:

 

  • Development or adaptation of OSH Risk Management System's elements (including , but not limited to, risk registry and osh risk assessment processes , compliance mechanism).
  • Training and awareness-raising for global focal points and relevant stakeholders in OSH incident/accident reporting analysis and OSH risk management.
  • OSH SOPs and technical guidance fully developed.

 

QUALIFICATIONS & EXPERIENCE REQUIRED:

Education:

BS or MS in engineering, occupational health & safety or equivalent work experience in Engineering, or other, related field.

 

Experience:

  • Minimum 5 years of professionally relevant experience in EHS/OSH operations or supporting EHS/OSH in, or for, large, international companies.
    • Including hands-on as well as management skills across the full application and systems lifecycle.
  • At least 3 years experience in incident investigation according to international standards, with at least some experience in complex, international locations.
    • Extensive use of professional RCA methodologies is required (Loss Causation Model, SCAT, ICAM).
  • Technical knowledge of project management techniques and methodologies (i.e. PRINCE2, Agile) and applying them for delivering successful organizational change is an asset
  • Ability to lead actions during specification, development and implementation of a system targeting Occupational Safety and Health
  • Experience in raising OSH awareness and providing training to global teams, working across multiple countries and time zones.
  • Experience in working in a fast-paced and demanding team

  • Proven ability to adapt to changing priorities, maintaining consistent project quality and delivering it within budget and deadlines.
  • Results Driven. Ability to meet OSH goals and stakeholder expectations. Inherent to this is the ability to make decisions that lead to high-quality results by applying technical knowledge, analysing problems

  • Experience and knowledge with use of CORITY platform is strongly desirable

 

Languages:

  • Fluency in written, spoken, and oral comprehension in English,
  • Working knowledge of another UN language is a strong asset.
