Team Leader for a capacity development programme in the Eastern Partnership Countries (PPRD East 3)

Introduction

The Swedish Civil Contingencies Agency (MSB) is looking for a Team Leader for the EU funded programme PPRD East 3: Prevention, Preparedness and Response to natural and man-made disasters in Eastern Partnership countries - phase 3. This flagship initiative started back in 2010 with the purpose to strengthen disaster risk reduction and crises management in the Eastern Partnership countries and to promote regional cooperation among the partnership countries and with the EU Civil Protection Mechanism. The 3rd phase of the programme started in October 2020 and will run until October 2024.
The programme is designed to enhance civil protection capacities in each partner country by responding to the national needs, and to promote mutual learning, sharing of experiences and best practices among the partnership countries and with EU member states. The target group are civil protection authorities and key ministries, other relevant public sector stakeholders, the scientific community, civil society and the privet sector in partner countries. The programme takes a comprehensive approach towards capacity development, where active partnership and ownership are key principals for the implementation.
The Team Leader plays a crucial role in the operational implementation of the programme and is responsible for managing, planning and coordinating the work in field, as well as leading the expert team towards expected results.

The position is full-time and the duty station is Kiev, Ukraine. Starting date is no later than 1 of December 2021.

Duties

The Team Leader is responsible for the daily management of the programme, including planning, preparation, implementation and hand-over of the programme results in close cooperation with partner countries. Thematically the programme focus on eight tightly linked and mutually reinforcing Work Packages (WP), led by Key Experts from each consortia partner. In the role as Team Leader you will lead, facilitate and coordinate the work of the expert team (20-25 ppl) to make sure programme implementation runs smoothly and according to plan. As this is the last phase of the programme, extra focus will be on phasing out and ensuring sustainability of programme results when the programme ends.

You will work closely together with the Programme Management at MSB headquarters, who is responsible for the strategic implementation and overall steering of the programme.

Expected work assignments are:
- Lead the daily operations in the field and supervise the thematic experts to ensure that their work is carried out on time and with high quality;
- Coordinate, structure and develop strategies for the implementation of programme activities;
- Collaboration and communication with partner countries in regards to planning, preparation and implementation of the programme and related activities;
- Responsible for ensuring that cross-cutting perspectives such as gender equality, good governance and human rights, and the environment are integrated into programme planning and implementation;
- According to the monitoring framework, continuously follow-up and report on the project's implementation based on the identified goals and expected results;
- Provide professional advice, strategic analysis and information on project needs & capabilities to the MSB headquarters and the PPRD East 3 consortium;
- Represent the project in various networks and contribute to planning & execution of communications activities. Contribute to work with project's visibility;
- Responsible for ongoing administration, based on the working methods and requirements that MSB imposes on international operations, and ensure that this meets EU's requirements for documentation and follow-up;
- Coordinate with national and international stakeholders to avoid duplications of work and to ensure that the programme is aligned with other ongoing initiatives in the region;
- Contribute to the identification of skills supply needs within the project;
- Assist MSB with other tasks necessary to ensure the programme's performance and implementation.

Qualifications

Experience
A successful candidate for this post is expected to possess;

- Demonstrated professional experience in the field of Disaster Management and/or Crisis Response;
- At least 5 years of working experience as a team leader or in other leading position with the following demonstrated experiences:
- progressively responsible experience of work with crisis management issues at strategic level;
- implementation / coordination of large-scale capacity development programmes or international cooperation programmes;
- leading remote teams in an international setting and of working in multicultural environments;
- cooperating closely with different stakeholders, including public administrations, civil society, private sector and scientific communities;
- facilitating workshops/seminars in an international, multi-stakeholder setting using digital tools

- Proven knowledge of international frameworks and best practices in disaster risk reduction and disaster management;
- Proven knowledge of European Union policies, legislation and institutional set up in the field of Union Civil Protection Mechanism;
- Exposure and/or experience working in the Eastern Partnership Region or NIS countries;
- Experience of integrating cross-cutting issues, such as gender equality, good governance and human rights, and environmental perspectives into programme planning and implementation;
- Excellent communication and inter-personal skills, ability to act with tactfulness, diplomacy and sensitivity;
- Strong analytical and report writing skills.
- Ability to work in a process driven environment where flexibility and a solution oriented approach is of utmost importance
- Ability to structure and coordinate multidimensional processes in a complex environment
- Strong computer skills with proven experience of using digital tools for facilitation and communication purposes.
Education
Master’s degree preferably in the field of civil protection, emergency management, or another relevant area. A combination of other academic merits with at least 4 years of relevant professional experience could be seen as equivalent.
Languages
Proficiency written and spoken English is a mandatory requirement. Working knowledge of Russian would be considered as an asset.
Other requriements
In order to be recruited for an international project, you also need to undergo a health examination before departure. If you have a regular employer, you should inform them of your possible involvement with MSB.

Profile

It is of utmost priority that candidates understand, respect and act in the spirit of the mandate and core values of the MSB. You must possess a high level of professional and personal maturity together with an ability to establish and maintain effective working relationships with colleagues, managers and external partners, such as UN organisations, recipient governments and host populations. You are expected to have excellent analytical and communicative skills as well as excellent skills in technical writing, able to speak in public and negotiate with counterpart government officials. You must show initiative and take both a hands-on and an analytical approach to tasks and problems. We will attach great importance to your leadership qualities where responsive communication and interpersonal skills are essential. Cultural and gender sensitivity are required for this position. You should demonstrate a strong desire to share EU experience with neighbouring countries in a didactic way and have excellent knowledge of multi-disciplinary development approaches.

Contractual conditions

Working with the MSB on international operations means that you are temporarily employed by the MSB. The MSB pays salary as well as a comprehensive allowances and benefits package to field staff on international operations, ranging from free home leave travel to access to psychosocial support. In addition, participants on induction training and relevant specialist training courses receive remuneration from the MSB.
If selected for this position an evaluation will be done after the mission. The evaluation can result in an offer to be registered on the MSB roster. When you are registered on the MSB roster you can continuously receive interesting international job opportunities and invitations to stimulating and valuable trainings and exercises.
A registration on MSB roster is valid for three years. After this period your registration will be evaluated and you may be offered an extended registration. After being registered on the roster you need to conduct the MSB induction training and any specialist training courses required.
You’ll be employed one year at a time and before an extension of your employment we will perform an evaluation between Project Management, HR and you.
