Background

Since Timor-Leste’s independence in 2002, UNDP in Timor-Leste has been providing consistent support in consolidating democratic governance institutions, systems, and processes. Focus areas include oversight, accountability, local development, electoral support, and rule of law. The governance unit of UNDP offers support to inclusive and accountable policy development and implementation, capacity development and effective service delivery at national and local levels.

Under the overall guidance of Resident Representative and supervision of the Deputy Resident Representative, the programme analyst advises the Senior Management on all aspects of the governance thematic area. The programme analyst analyzes political, social, and economic trends and leads formulation, management, and evaluation of programme activities in the area of their portfolio, provides policy advisory services; leads the team in strategic planning and ensures consistency with UNSDCF/CPD priorities.

The programme analyst supervises the programme associates/assistants, and coordinates work of the project personnel. The incumbent works in close collaboration with the operations and programme staff, programme staff in other UN Agencies, UNDP HQ, Bangkok Regional Hub. As delegated by the RR/DRR, he/she may represent the CO to the Government officials, technical advisors and experts, multi-lateral and bi-lateral donors and civil society.

Duties and Responsibilities

Summary of Key Functions:

  • Ensuring the implementation of the programme strategy
  • Management of the CO programme in the focus area and co-lead the programme support team
  • Strategic partnerships and support to resource mobilization and implementation
  • Provision of top-quality policy advisory services to the Government and Facilitation of knowledge building and management  

1. As a member of the CO management team, ensures implementation of the programme strategy focusing on achievement of the following results:

  • Thorough analysis of the political, social, and economic situation in the country and collaborative preparation/revision of Country Programme Document (CPD), Annual Work Plans (AWPs) and other documents.
  • Identification of strategic programme areas of cooperation.
  • Operationalization of the Country Programme Document (CPD) in collaboration with the main partners and other UN Agencies. Identification of possibilities for joint programming.
  • Analysis and presentation of UNDP’s policies and their implementation in the Country Office (CO) and to the implementation partners.
  • Support the CO business processes mapping and facilitating the workflows between the  Programme Team and the projects.

2. Ensures effective management of the CO programme within the thematic area focusing on quality control of the full cycle of programming from formulation to implementation achieving the following results:

  • Support the effective application of Results Based Management tools, establishment of management targets and monitoring achievement of results.
  • Design and formulate CO programme within the area of responsibility, translating UNDP priorities into local interventions.
  • Coordination of programme implementation with the executing agencies.
  • Strategic oversight of planning, budgeting, implementing, and monitoring of the programme, tracking use of financial resources in accordance with UNDP rules and regulations. The Programme analyst performs the function of Manager Level 1 in Atlas for development projects transactions approval.
  • Effective monitoring, measuring the impact of the CO programme and evaluation. Constant monitoring and analysis of the programme environment, timely readjustment of programme.
  • Aggregate reports are regularly prepared on activities, outputs, and outcomes. Ensure preparation of donor reports.

3. Establishes and maintains strategic partnerships and contributes to resource mobilization, focusing on achievement of the following results:

  • Implementation of the CO partnerships and resources mobilization strategies to achieve programme outcomes in the thematic area.
  • Creation and coordination of partnerships with the UN Agencies, International Financial Institutions (IFIs), government institutions, bi-lateral and multi-lateral donors, private sector, civil society etc.
  • Determination of programmatic areas of cooperation, based on strategic goals of UNDP, country needs and donors’ priorities.
  • Analysis and research of information on donors, preparation of substantive briefs on possible areas of cooperation, identification of opportunities for cost-sharing.

4. Ensures provision of top-quality policy advisory services in the thematic area and facilitation of knowledge building and management focusing on achievement of the following results:

  • Identification of sources of information related to policy-driven issues. Identification and synthesis of best practices and lessons learned directly linked to programme country policy goals.
  • Coordination of development of policies and institutions that will address the country problems and needs in collaboration with the Government and other strategic partners.
  • Establishment of advocacy networks at national level and linked to international networks. Relevant, high-impact advocacy campaigns are implemented with key partners.
  • Sound contributions to knowledge networks and communities of practice.
  • Organization of trainings for the operations/ projects staff on programme.

Required Skills and Experience

Education:

  • Master’s or bachelor’s degree in Business Administration, Public Administration, Economics, Political Sciences, Social Sciences or related field.

Experience:

Minimum 2 years for master’s degree or 4 years for bachelor’s degree of relevant experience at the national or international level in providing management advisory services, hands-on experience in:

  • Design, monitoring and evaluation of development projects and establishing inter-relationships among international organization and national governments.
  • Implementation of programme and project strategy
  • Oversight of planning, budgeting, implementing, and monitoring of the programme as well as coordination.
  • Resource mobilization, partnership and implementation.
  • Policy advisory services to the Government and facilitation of knowledge building and management
  • Proficient in the usage of computers and office software packages as well as in handling of web-based management systems.

Language Requirements:

  • Fluency in English and Tetum is required. Working knowledge of Portuguese would be an advantage.
