The International Renewable Energy Agency is an inter-governmental organisation headquartered in Abu Dhabi, mandated to promote the widespread and increased adoption and sustainable use of all forms of renewable energy in the pursuit of sustainable development, energy access, energy security and low-carbon economic growth and prosperity. IRENA’s mission is to play a leading role in the ongoing transformation of the global energy systems as a centre of excellence for knowledge and innovation, a global voice of renewable energy, a network hub for all stakeholders and a source of advice and support for countries.  At present, IRENA has 164 Members (163 States and the European Union) that acceded to its Statute, and 20 additional States in the process of accession and actively engaged.


Within this mandate, the focus of the Knowledge, Policy and Finance Centre (KPFC) is on collecting data, developing knowledge platforms and conducting analysis to support the creation of enabling environments for investment and growth in renewables. This entails analytical work on policy and finance, socio-economic benefits, building a gateway to knowledge, giving input to advisory services that the Agency provides to its member states and at regional levels, and targeted engagement with the private sector and civil society.


IRENA is carrying out qualitative and quantitative assessments of the socio-economic impacts of deploying renewables, and is informing policy makers on ways to meet multiple objectives through the energy transition. Specifically, IRENA continues to analyse employment generation, gender equity aspects, and opportunities for member states to leverage their local capacities to maximise value creation along the value chain of each renewable energy technology. Since 2014, IRENA has published a regular assessment of worldwide employment in the sector in Renewable Energy and Jobs - Annual Review. Groundbreaking insights into the gender dimension of renewable energy have been made available in a number of reports since 2017. During the last several years, the agency’s Leveraging Local Capacities series provided a detailed examination of the labour and materials requirements of selected renewables technologies. 


Along these lines of work, IRENA will continue to explore the socio-economic impacts of increasing the transition ambition, with an eye towards supporting a just transition through an integrated and holistic analysis. The analytical work will support the development of policy recommendations to the agency’s members and other stakeholders.


Duties and Responsibilities 


Under the overall guidance of the Director of KPFC, the Programme Officer is expected to perform the following duties\:

  • Undertakes analytical work and drafting of reports on socio-economic issues related to the energy transition;
  • Supports the development of the annual Renewable Energy and Jobs report by gathering data from a wide range of sources, with focus on selected technologies and countries, doing desk research, collecting inputs from IRENA focal points, and providing written contributions to the final report;
  • Contributes to the agency’s work under the Sustainable Energy Jobs Platform, an IRENA-led collaboration with international partners to analyse and disseminate key findings relating to employment in the energy transition, including data and methodologies, and policies and experiences in skills training, labour markets, decent jobs and just transition strategies;
  • Leads activities on the agency’s gender analysis (including design and dissemination of international surveys in conjunction with partner organisations, to gather baseline data, drafts reports that discuss survey findings and policy recommendations, and participates in outreach activities at conferences, webinars, etc.);
  • Leads the analysis of requirements and opportunities to leverage local capacities for value creation, in selected renewable energy technologies;
  • Stays up to date with the evidence and global discourse on the socio-economic impacts of renewable energy, takes an active role in the engagement with other institutions working on similar topics; represents IRENA in events and international meetings; provides substantive and strategic input to meetings and conferences, including organisation of events.
  • Ensures coordination with other teams and Divisions within IRENA on relevant topics, contributing to knowledge management within the Agency;
  • Prepares written outputs, participates and assists in outreach and communication, and stays alert to knowledge gaps to be filled; 
  • Assists in the planning and coordination of the Work Programme of the Division and contributes to its successful implementation; 
  • Manages consultants and contractors as required; 
  • Performs other duties as required.

A first-level university degree in combination with additional years of qualifying experience may be accepted in lieu of advanced university degree. 

Experience\: A minimum of five years of progressively responsible experience in the field of renewable energy and socio-economic analysis. Additional assets would be work experience and/or analytical experience in energy policies in regions/countries. A demonstrated ability to implement projects with good analytical skills and ability to produce reports and papers on the socio- economics of the energy transition and energy policy is critical.

Language and IT skills\:  Excellent command of both written and spoken English. Knowledge of other languages is a plus. Excellent English writing skills are an important asset. Excellent IT skills, including advanced Excel user dealing with large amounts of data.
