PROGRAM MANAGER (PM) 

 

Role: Program Manager (PM)
Location: Kolwezi, DRC
Department: Programs

Direct Supervisor: Programs Director 

Status: Full Time

Starting date: Immediate

Compensation: 400-600 USD 

 

Role description

Still I Rise (“SIR”), an international NGO, works on the development and implementation of humanitarian projects aimed at support of vulnerable children through high-quality education, is looking for a Program Manager. This is an opportunity for a candidate that is excited to work alongside an international team in a growing organization. 

 

The Program Manager will be a full time position that actively manages the set up of operations in Kolwezi, oversees the day-to-day program on the ground and leads the team to achieve SIR’s objectives. This position will report to the Programs Director on a frequent and scheduled basis. The Program Manager will be a proactive and enthusiastic person with strong organisational abilities. 

 

Main Responsibilities:

Program Set-up

  • Recruitment of junior management and teachers, with the support of the Programs Director. 

  • Scouting for a location within Kolwezi and identifying a suitable building to carry out educational operations. 

  • Assuming functions of legal representation of SIR DRC

  • Coordinating the opening of a bank account 

  • Coordinating with external agencies (law firm, accountant) to ensure legal compliance of the Program in the following areas:
    1. Lease agreement or Title Deed for the Property

2. Obtention of all necessary authorizations from the relevant public authorities, 

3. Construction contract for renovations of the property (where applicable)
4. All other procurement activities

  • Establishing strong ties with the relevant public authorities. 

  • Interacting with local stakeholders on behalf of Still I Rise to ensure our program is well received in the hosting community.

 

Operational Responsibilities 

  • Manage the day-to-day operations of the program, in collaboration with the Logistics officer, Education officer, and Child Safeguarding and Protection Officer.

  • Ensure on-the-ground implementation of management decisions.

  • Bring up new ideas/projects to the Programs Director.

  • Follow up, together with the Child Safeguarding & Protection Officer any referral of child protection concerns as well as child safeguarding issues. 

  • Train and monitor staff on Still I Rise’s Child Protection and Safeguarding policies, reporting any issues to the Programs Director. 

  • Establish a daily schedule for the management team

  • Investigate and resolve any issues or conflict that may arise between staff, to be reported to the Programs Director. 

  • Supervise and manage the team, as well as overseeing teachers. 

  • Prepare monthly progress reports to be shared with the Programs Director.

  • Ensure timely submissions of work plans, reports and other deliverables required by donors.

  • Develop and maintain excellent relationships and communication with local stakeholders and partners, representing Still I Rise in meetings. 

  • Implement project management processes to assign responsibilities, set milestones, and keep track of performance and deliverables.

  • Perform other duties as required.

 

Administrative Responsibilities 

  • Keep track of all finances and ensure expenditures are in accordance with the workplan and budget.

  • Ensure funds are distributed in accordance with the donor's rules and procedures.

  • Accounting records and supporting documents are organised and properly kept (soft and hard copies) as well as sent to the Programs Director in a timely manner.

  • Ensure procurement rules are transparent and offers are sent timely to the Programs Director.

 

Security management

  • Promote the health and security of the staff of the designated projects by ensuring the application of security guidelines, health and safety in the workplace and healthy living conditions and practices.

  • Monitor and review the security status of the areas of operation on a regular basis, liaising as applicable with local authorities, other NGOs, the UN or other relevant security bodies and Still I Rise Program Director. 

  • Oversee and monitor staff adherence to security protocols, including security incident reports.

  • Ensure security plans and protocols for the areas of operation are updated and implemented in response to changes in the security situation, in coordination with the Program Director. 

Essential Skills:

  • Congolese National

  • Ability to adapt to a changing environment and handle multiple priorities.

  • Commitment and willingness to work in a challenging environment.

  • Experience in accounting and financial management and planning. 

  • High level of accountability over work.

  • Provision of creative solutions and ways of seeing.

  • Ability to advise and mentor team members.

  • Competent in negotiation and problem solving.

  • Experience in team management.

  • Experience in project management

  • Excellent communication skills, both writing and speaking. 

  • Excellent interpersonal skills.

  • Fluent knowledge of the English and French language written and oral

  • Good IT skills including use of MS Office, Google Drive, and Slack. 

  • Experience working in a non-profit environment.

 

Desirable Skills:

  • Previous experience in project coordination, administration or working in the humanitarian field, in contact with children victim of child labor. 

  • Full drivers license.
