Background:

The OSCE Programme Office in Dushanbe (Office) is an OSCE field operation based in Dushanbe. The Office is involved in a wide range of activities, including arms control, counter-terrorism and border management projects, economic development and environmental protection and education, water security policy development, disaster risk reduction, good governance, combating trafficking in human beings, gender equality, human rights, media development and legal reform initiatives.

The Office implements its activities in all three dimensions within the OSCE’s comprehensive and co-operative approach to security. With a special emphasis on the Central Asia region, it assists Tajikistan in tackling problems and threats to security and supports conflict prevention and crisis management measures. It also assists in strengthening democratic political institutions, the police service, rule of law and respect for human rights.
 

Tasks and Responsibilities:

Under the direct supervision of the National Project Officer, the Intern will support the implementation of the second phase of the project “Supporting and Strengthening the Women's Resource Centres in Tajikistan” (WRC) within the Human Dimension Department of the OSCE Programme Office in Dushanbe: 

  • Assisting on administrative matters and procedures applicable to the implementation of WRCs project activities;
  • Assisting, in cooperation with respective sections in the Fund Administration Unit (FAU), in researching and analyzing data on the WRC’s running, communication, or, on request, other cost;
  • Ensuring, in cooperation with respective sections in the FAU, proper implementation of the relevant internal OSCE policies and procedures in relation to transport matters for WRC vehicle;
  • Providing administrative and logistical support in relation to WRC project events and activities;
  • Organising a comprehensive mail and filing system for WRC, and ensures WRC projects records management is in accordance with OSCE procedures (such as Financial/Administrative Instruction);
  • Drafting/responding to official correspondence on administrative matters on request from National Project Officer (also involves translation);
  • Dealing with scanning and copying the financial reports received from Implementing partners;
  • Performing other duties as required.

Necessary Qualifications:

  • You should be under the age of 30 and at least 19 years old;
  • You should have completed two years of full-time studies in an academic field related to the OSCE portfolio from an accredited institution or have completed a first or advanced degree in a field relevant to the OSCE’s mandate no longer than two years ago by the date of the deadline of the vacancy notice;
  • Secondary education supplemented by formal studies in office, trainings in economy and budget management, administration or accountancy;
  • Knowledge of the Central Asian region and its societal/political processes is highly desirable;
  • Professional fluency in English, Tajik and Russian with excellent communication skills;
  • Knowledge of another OSCE working languages would be an asset;
  • Good organizational skills with ability to process and classify information quickly and efficiently;
  • A sound understanding of gender mainstreaming and the ability to integrate this in project management;
  • Previous experience in working for international organizations/internships or in a diplomatic service would be an asset;
  • Excellent IT knowledge, familiarity with Microsoft Office and Internet applications;
  • Ability to establish and maintain effective working relations with people from different national and cultural backgrounds, whilst maintaining impartiality and objectivity; 
  • Professional fluency in English with excellent communication (both oral and written) skills; professional fluency in Russian would be an asset;
  • Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities;
  • Ability and willingness to work as a member of team, with people of different cultural, and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity;
  • Computer literate with practical experience using Microsoft applications.

 

Remuneration Package:

The OSCE is not in a position to pay any remuneration or cover any expenses incurred by the intern during his/her stay nor reimburse travel expenses.

The selected intern may participate in the group health insurance scheme at his/her own expense, but the OSCE will cover life and accident/disability insurance. If the intern opts to arrange his/her own medical coverage, he/she shall provide evidence of medical coverage for the duty station he/she applies to, and for any eventual duty trip destinations.

The internship does not constitute a commitment to future employment with the OSCE.
