UNDP has drawn on world-wide experience for over four decades to assist China both in developing solutions to its own ongoing development challenges, and in its south-south cooperation (SSC) and engagement in global sustainable development.

As the largest developing country, a leader in SSC, the largest GHG emitter, and a dominant investor in other countries in carbon-heavy sectors, China has a decisive impact on global outcomes. Its decisions will play a key role in addressing climate change at the national and global levels. The neutrality pledge, as well as the 14th five-year plans, provide a unique opportunity for UNDP to accompany this policy change.

In this context, UNDP is looking for a Policy Advisor on climate and low-carbon development to strengthen the effectiveness and impact of UNDP’s support to China’s climate agenda. Under the overall supervision of the Resident Representative of UNDP China Office, the Policy Advisor will serve an advisory role to the senior management on the office’s overall strategy in supporting China’s low carbon transition and engaging with relevant government counterparts to generate policy impact. S/he will collaborate with Asia Pacific Chief Economist, and, leveraging the expertise of the country office and anchored on UNDP China’s mandate, explore and create entry points with Chinese policy makers and though leaders on policy-relevant issues related to climate change and low carbon development.

Duties and Responsibilities

The Policy Advisor will be responsible for providing strategic and technical advice to UNDP’s projects, programmes and policy engagements in China in areas including: Climate Change Mitigation and Adaptation; Renewable and Modern Energy; Environmental Governance and Green/Circular Economy. S/he is also expected to facilitate partnership with relevant government counterparts and provide guidance in navigating strategic policy entry points. The Policy Advisor will perform technical tasks as follows:

  • Advise the senior management on key strategic and policy issues related to climate change mitigation and adaptation;
  • Identify key areas of interest and need of the government and other UNDP partners to sharpen the office’s policy and technical offer on low carbon transformation;
  • Assist the country office through related policy and strategy development processes, as well as identify strategic entry points aligned to the government planning processes;
  • Assist in promoting cooperation with government and other relevant institutions on climate change and other related topics;
  • Provide overall technical guidance on developing relevant policy briefs and knowledge product on topics including: Climate Change Mitigation and Adaptation; Renewable and Modern Energy; Environmental Governance and Green/Circular/Sharing Economy;
  • Promote the UNDP’s programmes’ impact and policy advocacy;
  • Other specific tasks assigned by senior management.

Arrange four meetings with relevant government counterparts to discuss possible collaboration, to promote a green and just transition in China, strengthening SDGs and Paris Agreement’s goals achievement.

Review and give written feedbacks on UNDP China’s three ongoing research that related to climate topics.

One internal meeting per month to sharpen UNDP China’s offer

 

Competencies

  • Proven track record of ability to formulate strategy and policy objectives successfully.
  • Strong partnership skills to enable positive engagement with external partners, in particular government counterparts.
  • Familiarity with international development agencies is a plus;
  • Excellent communication skills and ability to convey technical concepts in easy-to understand language.
  • Ability to work independently and in teams.
  • Constructive advocacy skills.
  • A desire to work with and gain the confidence and respect of people with different language, national and cultural backgrounds.
  • Respect for the principles of the United Nations Charter and the UNDP Statement of Purpose.

Required Skills and Experience

Required skills and expertise

  • An advanced degree (Master’s or equivalent) in climate science, environmental studies, energy, or related engineering and social sciences areas.
  • At least 15 years of professional experience in the field of climate change mitigation and adaptation and low carbon transformation.
  • At least 10 years of experience working with ministries, national or provincial institutions that are concerned with climate agenda or environmental management at senior levels is highly desirable.
  • Fluency in English is preferable but not required.

Lump sum in CNY. Remuneration will be paid bi-monthly after tasks accomplished, and satisfied by the request unit.

Evaluation Criteria

The award of the contract will be made to the Individual Consultant who has obtained the highest Combined Score and has accepted UNDP’s General Terms and Conditions.  Only those applications which are responsive and compliant will be evaluated. The offers will be evaluated using the “Combined Scoring method” where:

  • Technical evaluation - 70%;
  • Financial Evaluation - 30%.
