Background

To achieve this aim, UNDP provides and supports capacity building efforts, promotes policy dialogue and advocacy, and shares best practices and knowledge.

UNDP Country Office in Mauritius and Seychelles partners with both countries in the area of inclusive development, environment protection, climate change adaptation and disaster risk management. Capacity building for the public sector and gender mainstreaming will remain key areas of intervention.

Under the guidance and direct supervision of the Resident Representative UNDP Mauritius and Seychelles, the Programme Analyst analyzes political, social and economic trends and participates in the formulation, management and evaluation of programme activities for UNDP in Seychelles.

The Programme Analyst can supervise and lead programme support staff. The Programme Analyst works in close collaboration with the Programme and Operations teams in UNDP Mauritius and Seychelles, programme staff in other UN Agencies, UNDP HQs staff and Government officials, technical advisors and experts, multi-lateral and bi-lateral donors and civil society ensuring successful UNDP programme implementation.

Duties and Responsibilities

Summary of key functions

  1. Implementation of programme strategies;
  2. Management of the UNDP in Seychelles Programme;
  3. Creation of strategic partnerships and implementation of the resource mobilization strategy; 
  4. Provision of top-quality advisory services to the Government and facilitation of knowledge building and management.


Ensures implementation of  programme strategies focusing on achievement of the following results

  • Thorough analysis and research of the political, social and economic situation in the country and preparation of substantive inputs to, UNDAF and CPD, and other documents;
  • Analysis and synthesis of proposals on the areas for support and interventions within the practice area specialization assigned;
  • Contribute to CO Integrated Work Planning and Reporting process (IWP, ROAR, annual report etc.), integrated programme work planning (at least twice a year), procurement, human resources, communications and security work planning and quality assurance on all such plans;
  • Prepares documentation and talking points for senior management to engage with donors and partners.

Participates in effective management of the UNDP in Seychelles Programme  in terms of quality control from formulation to implementation of the country programme achieving the  following results

  • Design and formulation of CO programme within the area of responsibility, translating UNDP’s priorities into local interventions. Coordination of programme implementation with the executing agencies. Introduction of performance indicators/ success criteria, cost recovery, targets and milestones;
  • Initiation of a project, presentation of the project to L/PAC, finalization of contribution agreement; determination of required revisions; coordination of the mandatory and budget re-phasing exercises, closure of projects through review;
  • Programme Analyst performs functions of Manager Level 1 in Atlas for POs and vouchers approval (if authorized by SM), participates in recruitment processes for projects;
  • Financial and substantive monitoring and evaluation of the projects, identification of operational and financial problems, development of solutions;
  • Preparation of DIM/NIM audit plan, assurance activity plan and participation in audit of DIM/NIM projects. Follow up on audit recommendations. All exceptions are timely reported;
  • Aggregate reports are regularly prepared on activities, outputs and outcomes. Preparation of inputs for reporting, including donor reporting.

Supports creation of strategic partnerships and implementation of the resource mobilization strategy  focusing on achievement of the following results

  • Development of partnerships with the UN Agencies, IFI’s, government institutions, bi-lateral and multi-lateral donors, private sector, civil society in the specific thematic areas based on strategic goals of UNDP, country needs and donors’ priorities;
  • Analysis and research of information on donors, preparation of substantive briefs on possible areas of cooperation, identification of opportunities for initiation of new projects, active contribution to the overall office effort in resource mobilization;
  • Supports efforts to increase government cost sharing volumes.

Provides top quality advisory services to the Government and ensures facilitation of knowledge building and management focusing on achievement of the following results

  • Identification of sources of information related to policy-driven issues. Identification and synthesis of best practices and lessons learned directly linked to programme country policy goals;
  • Sound contributions to knowledge networks and communities of practice;
  • Organization of training for the operations/ projects staff on programme issues;
  • Professional growth through active learning.

Required Skills and Experience

Education

  • Master’s Degree in Business Administration, Public Administration, Economics, Political Sciences, Social Sciences or other related field.

         OR

  • Bachelor’s degree Business Administration, Public Administration, Economics, Political Sciences, Social Sciences or other related field with two additional years of relevant work experience is accepted in lieu of Master’s degree.


Experience

  • Minimum 2 years (with Master’s degree) or 4 years (with Bachelor’s degree) of demonstrable relevant experience at the national or international level in providing programme advisory services and hands-on experience in design, monitoring and evaluation of development projects;
  • Working experience with the project national stakeholder institutions and agencies is desired;
  • Hands-on experience in results-based project implementation and management;
  • Ability to administer budgets, train and work effectively with counterpart staff at all levels and with all groups involved in the project;
  • Experience working with an international organization is an asset;
  • Experience working with ERP is desirable;
  • Strong written communication skills including drafting of formal reports, articles/blogs and presentation skills;
  • Ability to effectively coordinate a large, multi-stakeholder project;
  • Experience in the use of computers and office software packages and handling of web-based management systems.

Language Requirements

  • Fluency in English;
  • Working knowledge in French and Creole is desirable.
