DRC has been operating in the Middle East (ME) region for over a decade, running a combination of emergency, livelihood, protection and advocacy programmes through Country Offices (COs) in Yemen, Syria, Iraq, Jordan, Lebanon and Turkey with a Regional Office (RO) in Amman.

About the job

 

The Grants Specialist (GS) will ensure grant management through the project management cycle, including ensuring timely and good quality reports are submitted to donors and grants management databases and tools are kept updated.

The GS will ensure and provide guidance on compliance with DRC’s and donor’s rules, regulations, and guidelines.

The GC will support in the development of a fundraising strategy including donor mapping, with support from the Grants Manager and the Head of Programs (HoP).

 

Geographic scope: Yemen-Sana'a with frequent travels to the field offices and Aden

 

 

Duties and Responsibilities

 

Proposal development

  • Lead proposal development processes; coordinate, collect, draft, and/or edit contributions and compile inputs from programme staff, technical advisors, HQ and/ or the regional office, and partners (if relevant) in line with the proposal development plan
  • Collaborate with respective departments in proposal writing processes including partners, in collaboration with the Partnerships Specialist.

 

Grants management

  • Organise and lead grants meetings including opening, grants review and grants closure meetings according to DRC grants meeting guidelines;
  • Follow up on key actions from the Grants Review Meetings (GRM) with the relevant teams;
  • Review project progress, including consolidated spending, implementation, procurement, and staffing plans for each project and flag up discrepancies to the teams, and HoP at monthly grants meetings;
  • Provide guidance on and ensure compliance with donor and DRC rules, regulations, and guidelines and raise issues affecting external/ internal compliance;
  • Ensure quality information management related to grants (including managing the DRC Dynamics for Grants and in-country documentation and trackers);
  • Ensure quality and timely submission of donor narrative and financial reports;
  • Coordinate the financial report submissions with the finance department;
  • Coordinate and facilitate the process of donor report submissions with program and operation teams. This includes, reviewing the content and the narration to ensure consistency analysis and high-quality submissions;
  • Collate and re-submit donor reports upon feedback from the donors by engaging the relevant team members to consolidate the reviews;
  • Lead application process and ensure compliance regarding (no-)cost extensions, amendments, top ups, reallocations;
  • Liaise with external key donors relating to specific grant programmatic updates, changes, challenges etc.
  • Maintain and update the donor database to identify new donors and funding opportunities in line with the strategic priorities of DRC Yemen;
  • Grant management support to implementing partners (subgrantees) in support of the partners managed by the Partnership team.

 

Capacity development

  • Provide technical guidance and deliver trainings on DRC and donor guidelines and proposal development and reporting to field offices.

 

Fundraising and donor liaison:

  • Support the Grants Manager in the development of DRC's fundraising strategies
  • Support fundraising efforts, including undertaking donor mapping and providing briefings to in-country donor representatives.

 

DRC Dynamics ERP System

  • Ensure proper application of ERP grants and projects processes in the country;
  • Apply reports and data analytics from ERP system to improve performance in the country;
  • Ensure that Country ERP support is in place.

About you

To be successful in this role you must have:

Experience and technical competencies: (include years of experience)

  • At least 2 years' experience in proposal, project, or programme development, reporting, or grants management in an INGO
  • Excellent knowledge of donor rules, regulations, and procedures including but not limited to US and European donors, EU funding mechanisms, and UN agencies.
  • Proven experience in successfully applying for institutional donor funding
  • Previous proven experience in programmes implemented through local partners or in remote management
  • Proven experience in capacity building and training of national staff and local partners
  • Ability to design, develop and implement processes
  • Excellent computer skills, including Microsoft office
  • Full professional proficiency in English (written and oral)

Required qualifications

Advanced university degree or equivalent in international relations, development, migration, Middle East studies, or related field.

Languages:

We offer

DRC will offer the successful applicant a 12 months contract, renewable dependent on both funding and performance. You must be available to start work from August and be willing and able to work in Sana’a.
