ABOUT THE ROLE

The TI Secretariat (TI-S) plays a key role in demonstrating and championing TI’s values and guiding principles at both an institutional level, and in the day-to-day conduct of those that represent it. Moreover, TI-S is committed to safeguarding an ethical, safe, respectful, and inclusive working environment for everyone that works with us.

The former TI-S Ethics Body consisted of one honorary, part-time role (Ethics Advisor) and a number of elected Ethics Counsellors. In 2018 an independent review of the ethics framework and relevant policies recommended, among other things, the introduction of a full-time professional Integrity function, responsible for developing, implementing, and managing TI-S ethics and integrity framework.

OVERVIEW OF KEY DIMENSIONS

Role Purpose: The Integrity Manager is responsible for the development, monitoring, learning, and curation of the integrity systems within the organisation. The Integrity Manager plays a key role in implementing the code of conduct and its related set of policies, and in ensuring the correct use of the protocol for handling (suspected) violations.

Reporting Line: Chief Executive Officer (CEO) and Board

Starting Date: as soon as possible

Contract Duration: Currently we can offer an employment contract limited for a duration of 2 years. There is a prospect of extension subject to organisational need continuing, performance proven and funding confirmed and there is interest in a stable and long-term cooperation.

Salary Band: salary according to TI-S internal salary structure; for this position corresponding to band PF3 a salary starting EUR 53,000.00 gross per year depending on relevant experience

MAIN ACCOUNTABILITIES OF THE ROLE       

  • Lead and contribute to the design and implementation of an updated integrity infrastructure, and systematically review/update and disseminate the code of conduct and related set of policies to all staff to ensure that they are current, in line with best practice, understood, and widely used
  • Report, document and securely archive all notifications and reports of (suspected) violations, including subsequent investigations and outcomes
  • Conduct or supervise initial assessments of misconduct reports and/or fact finding investigations, and provide advice on any aftercare within a team or department, following an investigation
  • Develop and deliver trainings to staff and management on integrity-related matters together with relevant colleagues
  • Develop and conduct annual/multi-year integrity planning, monitoring, evaluation and reporting mechanisms that meet the vision and ambition of the organisation
  • Produce an annual review of the functioning of the integrity framework, identifying opportunities for continuous improvements – taking privacy and anonymity into account where relevant
  • Act as champion and central point of contact for questions from staff and management about misconduct prevention mechanisms, the code of conduct and related set of policies
  • Where violations occur, lead the response and investigations process in line with relevant policy, best practice, and legal codes, providing advice on proportionate, necessary and appropriate sanctions, and feedback and advice on integrity concerns and compromises to the Chief Executive Officer (CEO), the Board Ethics Committee, managers, and all staff

CANDIDATE PROFILE

  • University degree or professional qualification in social sciences or other relevant fields (e.g. Compliance, Ethics, Law)
  • 5+ years of professional experience in relevant areas of work, preferably within international non-profit contexts
  • Demonstrated expertise in monitoring and evaluation and organisational capacity development
  • Strong analytical skills with a sound understanding of (integrity) risk analysis and risk management approaches
  • Proven ability to hold investigative interviews and deliver clear case reports
  • Demonstrable experience in the management of whistleblowing/confidential disclosures, whistleblower management and investigations
  • Strong understanding of safeguarding practices, including PSEAH and survivor-centred principles
  • Knowledge of German or European Labour Law an advantage
  • Ability to interact effectively with a wide range of internal and external stakeholders with a high level of organisational awareness, sensitivity, accessibility and trustworthiness as well as independence and impartiality
  • Demonstrated superior problem solving, negotiation, consultation and conflict resolution skills
  • Professional language proficiency in English (working language of the organisation) essential; additional languages, in particular German, French and/or Spanish, an advantage
  • Interest in anti-corruption work and commitment to the values and principles of Transparency International
  • Willingness to travel, if needed
