General Minimum Requirements
The general minimum requirements for working with the OSCE are:
- Excellent physical condition
- Possession of a valid automobile driving license and ability to drive using manual transmission
- Ability to cope with physical hardship and willingness to work extra hours and in an environment with limited Infrastructure
Field of Expertise Requirements
The general minimum requirements for working in this field of expertise are:
- Demonstrable organizational skills
- Proven ability to communicate effectively, both orally and in writing
- Demonstrable interpersonal skills and documented experience in negotiations
- Depending on the field activity's mandate, significant prior experience in relevant fields such as international customs practices and procedures, law enforcement, and military observations and arms control may also be required
- Negotiating experience, preferably in the area of monitoring operations and/or related activities
Furthermore, this level of responsibility requires the following:
- First-level university degree in relevant field(s)
- Minimum 6 years of relevant professional experience
Mission Specific Requirements
Additionally, this particular post has specific requirements:
- Demonstrable professional experience of managing operations;
- Experience in supervising and leading staff in a multicultural organization;
- Well-developed management, negotiation, communication, organizational, interpersonal and leadership skills;
- Professional research, analytical, drafting, editing, report writing and presentation skills;
- Ability to read and utilize maps;
- Proven experience of working in a demanding and constantly changing operational environment;
- Previous experience of working in a hazardous environment;
- Professional fluency in English, both oral and written, and the ability to communicate clearly and concisely;
- Demonstrated conflict sensitivity, including an ability to apply conflict sensitivity principles into operational tasking and activities;
- Ability to establish priorities and to plan, organize, co-ordinate and monitor the work of a number of staff in multidiscipline activities and as appropriate provide advice and guidance to others;
- Readiness to deploy to various locations within Ukraine;
- Demonstrated gender awareness and sensitivity, as well as the ability to integrate a gender perspective into operational tasks and activities;
- Flexibility and ability to work within limited time frames and minimum supervision;
- Demonstrated ability and willingness to work as a member of a team, with people of different cultural and religious backgrounds, different gender, and different professional experiences, diverse political views, while maintaining impartiality and objectivity;
- Professional ability to operate Windows applications, including word processing and e-mail.
- Possession of a current valid C class (or similar) automobile driving license;
- Practical experience of working in an international environment.
Tasks and Responsibilities
The Special Monitoring Mission to Ukraine (SMM), in line with the OSCE Action Plan for the Promotion of Gender Equality, is committed to further improving gender balance among staff in all areas and levels within the SMM. Applicants are hereby notified that the Special Monitoring Mission to Ukraine (SMM) is designated by the OSCE as a nonfamily duty station. This designation is based on the fluid and dynamic working environment in the SMM. The currently prevailing working conditions in the duty station may include working in a hazardous location with extended hours of service, and possibly curtailed freedom of movement. Successful candidates who are appointed to locations deemed by the OSCE as hazardous will receive hazard pay. In addition, all successful candidates will be required to participate in the OSCE accident and life insurance scheme in accordance with the OSCE Staff Regulations and Staff Rules.
The selected candidate will be deployed to either the Donetsk or Luhansk region.
Under the direct supervision of the Patrol Hub (PH) Leader, overall guidance from the Monitoring Team (MT) Operations Co-ordinator, as PH Operations Co-ordinator, you will perform the following duties:
- Managing day-to-day operations of the Patrol Hub by co-ordinating and planning operations in accordance with the Mission mandate, planning documents and procedures, including planning and co-ordination of activities with Monitoring Team level operation;
- Advising PH leadership on management and mitigation of operational risks and overseeing adherence to the current security and operating procedures during all activities;
- Advising PH leadership on the management of operations and available resources to achieve the Mission mandate;
- Drafting instructions and reports as requested;
- Overseeing the management of operational records;
- Managing and co-ordinating of tasking including the oversight and implementation of the internal SMM planning cycle in their areas of responsibility;
- Ensuring patrols are properly de-briefed after patrols and provide feedback to Patrol Group Leaders on performance where required;
- Ensuring operations staff contribute to a professional working environment, identifying and reporting on lessons learned and facilitating exchange and implementation of best practices;
- Liaising with relevant internal and external parties to facilitate the fulfilment of the SMM mandate;
- Monitoring and evaluating all aspects of PH activities and operations in co-ordination with other units, including Human Dimension Unit and Gender Unit, and MT Operations/Head Office;
- Identifying of training needs and co-ordinating support for the development and delivery of training to build operational capacity in the Patrol Hub;
- Contributing to the MT efforts in implementing the SMM Gender Equality Action Plan deliverables in relation to Operations;
- Facilitating the management of critical incidents including Post-Incident Procedure;
- Ensuring timely and accurate incident reporting and (where requested) After Actio Reviews;
- Participating in patrols and meetings as required;
- Managing dynamic tasking based on situational awareness;
- Performing other duties as required.
