The secretariat will work closely with ATENSI (Aliansi Telemedik Indonesia) leadership and report to STRATEGIC Procet Manager under HEART Cluster. The consultant will assist to bridge the communication between UNDP Indonesia and ATENSI. In addition, the ATENSI secretariat will assist ATENSI in administrative matters such as correspondence, coordination, and management of ATENSI's email, website, and social media.
 
Telemedicine is one of the focuses that will be carried out by the STRATEGIC Project. There are three main reasons for this. First, UNDP Indonesia has collaborated with the Ministry of Health to help Centre of Data and Information Technology /Pusdatin implements Health Digital Transformation. Some of the transformations execute are to create a telemedicine policy sandbox and develop telemedicine services in Indonesia. Second, UNDP Indonesia has signed an MoU with ATENSI. One of the collaborations that will be permorfed is advocating to the government so that regulations for telemedicine services are more recognized. Third, the increasing public demand for telemedicine services in Indonesia during the Covid-19 pandemic. Health services are focused and absorbed for Covid-19 services and people are afraid to seek treatment face to face.
 
The Secretariat will be very helpful in implementing joint activities between UNDP, ATENSI, and the Ministry of Health. In the near future, several activities will start running and the secretariat can assist the Project Manager to make it a success. She/he can assist in administrative and coordinating activities for the implementation of making technical guidelines for HIV services through telemedicine, series meetings with Pusdatin and other related stakeholders to help develop telemedicine sandbox policies, website development and ATENSI social media, and public webinar series activities on digital health services.
 
 
Institutional Arrangement
 
The direct supervisor of this activities is STRATEGIC Project Manager. She/He will work closely with ATENSI leadership and report to the STRATEGIC Project Manager. The organigram in Annes shows the position of this function within the office and unit structure.
 

 

Duties and Responsibilities

Scope of Work 
 
1.Support the project team to ensure effective project planning and  implementation focusing on achievement of the following results:
•Compiles, summarizes, and presents basic information/data on specific project and related topics or issues.
•Implement project standard operating procedures in line with the government and UNDP’s regulations;
•Assist the STRATEGIC Project in coordinating with ATENSI, the Ministry of Health, other related stakeholders or partners, and beneficiaries in implementing joint activities
 
 
2. Support to the effective reporting on progress of project implementation related with telemedicine services
•Support the administration in preparing annual and quarterly work plans as well as project board meetings, audit, operational and financial closure of a project.
•Support to the preparation of quarterly project reports, in line with the monitoring and reporting guidelines and presents it to the project assurance team on a timely manner; 
•To provide administrative support and accurate data collection for preparation of results-oriented progress reports.
 
 
3. Provides administrative support to the STRATEGIC Project focusing on those related to the development and advocacy of telemedicine services
•Support the focal point for Administrative and office coordination of project implementation activities to  process and follow-up on administrative actions of telemedicine services 
•Effective administration of general office matters such as response to simple information requests and inquiries; reviews, logs and routes incoming correspondence; establishment of filling system and maintenance files/records; organization of meetings, workshops; routine administrative tasks, including maintaining attendance records, assessing telephone billing, etc.
•Effective implementation of operations policies for gender sensitive approach at the project level
•Assist ATENSI leadership performing correspondence tasks at ATENSI particularly related to telemedicine development effort
 
 
4. Support strategic partnerships, communication and support to the implementation of resource mobilization 
•Support in updating database of the relevant public and development partners private sector, civil society and other stakeholders who are counterparts for the project; 
•In coordination with UNDP’s Communication unit and other relevant counterpart communications department, support documentation of the project activities as a tool to communicate results, deepen stakeholder knowledge and buy-in to the project, and resource mobilization for the project.
•Effective contribution and support of with data collection for gender analysis and gender mainstreaming at project level 
 
5.Supports knowledge building and knowledge sharing focusing on achievement of the following results:
•Participation in the trainings for the operations/ projects staff. 
•Contributions to knowledge networks and communities of practice
•Ensure active participation in the knowledge sharing in gender analysis and gender mainstreaming
•Assist ATENSI leadership managing their social media and website.
 
 
6.The incumbent of the position should avoid any kind of discriminatory behavior including gender discrimination and ensure that

Minimum Qualifications of the Successful NPSA
 
Min. Academic Education
•Bachelor’s degree in any field.

•no experience is required for this post,  but some work experience  in the secretariat or health organization would be highly  desirable

•Some experience in support administrative, correspondency, and coordination activities.

Desired additional skills and competencies
•experience  work  in UN/UNDP would be preferable
