NRC In Iraq

Since the Government of Iraq declared that combat operations against the Islamic State Group (IS) had ended in 2017, Iraq has been recovering from the significant damage and destruction caused by the armed conflict. Of the more than six million Iraqis who fled their homes since 2014, 4.78 million Iraqis have returned to their area of origin and 1.28 million remain internally displaced. Many Iraqis have returned to areas that lack basic infrastructure, services and livelihood opportunities, or where explosive devices have not been cleared. Other challenges returnees and secondarily displaced people face include the lack of security, community acceptance, housing, property and civil documentation issues as well as critical educational and health service gaps. Throughout this, Iraq continues to host over a quarter of a million Syrian refugees.

The Humanitarian Community calculates that more than 4.1 million Iraqis require assistance in 2021, 2.4 million of them in acute need. With military operations against IS group having ended, the Iraqi government faces new challenges to ensure an inclusive reconstruction and reconciliation that will sustain peace. Since 2010, NRC Iraq has been assisting internally displaced Iraqis, Syrian refugees, returnees, and host communities in Ninewa, Dohuk, Erbil, Kirkuk, Basra, Salahdeen and Anbar Governorates. We focus on assisting the newly displaced, those experiencing protracted displacement in camps, people moving to new areas of Iraq and resettling, and people returning to and living in hard-to-reach places by improving their chance of obtaining a durable solution.  NRC runs integrated programmes across Iraq to respond to people in need through our shelter and settlements, education, camp management, legal assistance, livelihoods, cash activities, and partnerships.

The Iraq context is a dynamic context with an ongoing transition from emergency response to early recovery programs. Northen Iraq Area Office  implements Legal, livelihood, Education, Camp Management activities across 4 different districts.

Duties and responsibilities

The Area Programme Manager (APM) is responsible for implementing holistic and needs based programmes and representing NRC at coordination forums, as delegated from Area Manager. The APM is a member of the Area Senior Management Team.

Generic responsibilities: 

  • Line management for Core Competencies (CC) Project Manager
  • Compliance and adherence to NRC policies, guidance and procedures
  • Responsible for ensuring programme support to integrated programme, coordination and technical quality in the Area office
  • Provide area specific input relevant for NRC Iraq and CC strategies
  • Compliance to donor standards, and grant management and regular reporting to donor in Area, within the NRC Iraq grants management structure
  • Identify funding opportunities and develop funding strategy and forecasts
  • Responsible for grants management and BPO allocations in Area
  • Ensure compliance with contractual commitments and extracting and implementing key learnings from project implementation
  • Coordinate emergency responses in Area
  • Ensure a capacity building plan for all technical staff is developed and implemented

Specific responsibilities: 

  • Acting AM when appointed
  • Ensure systems for program quality control, monitoring and evaluation, and approach to identifying and acting on key learning in project implementation
  • Lead AO proposal development, identify donor needs / donor challenges, develop area protocol for go / no go decisions on funding opportunities
  • Regular conference calls, assist with visits and coordination with Donors and other external stakeholders at the area level, in coordination with the AM
  • Contribute to planning and implementation of needs assessments, with CC Specialists, including for new areas of operation 
  • Work with CC PMs to develop programmatic strategy for both emergency and transitional/ durable solutions responses (with a focus on returns)
  • Responsible for the implementation of the Project Cycle Management (PCM) system
  • Oversight of implementation of projects, including targets and budgets, in coordination with all project managers 
  • Coordinate with finance department to ensure effective and transparent project progress forecast
  • Regular 1:1 meeting with direct line reports and completion of work and development plans for all direct reports.
  • Oversight of donor reports for AO level projects

By interfaces, NRC means processes and projects that are interlinked with other departments/units or persons. Relevant interfaces for this position are:

  • Proposal development: Area Managers, PMs, Specialists, Head of Program (Hop)
  • Budget Programme Overview and allocation of shared costs: Finance Manager, Area Managers, PMs

Scale and scope of position

Budgets: Responsible for NRC AO full portfolio of budgets

  • Minimum 4 years’ experience in a senior programme management position in a humanitarian/ recovery context
  • Minimum 4 years’ experience in people management in a complex programme
  • Experience working in complex and volatile contexts
  • Sectoral expertise including in recovery and durable solutions programming
  • Documented results related to the position’s responsibilities
  • Knowledge about own leadership skills/profile
  • Fluency in English, both written and verbal
  • Valid driver’s license

Context/Specific skills, knowledge and experience:

  • Knowledge of the context is Iraq an advantage

  • Professional qualification in grants management, Monitoring & Evaluation, or technical sectors is an advantage
