UNDP have been asksing by the COVID-19 Task Force (KPCPEN), through the Coordinating Ministry of Economic Affairs, to provide an epidemiologist to provide COVID-19 epidemioligy review and strengthening program design, management and evaluation. The Epidemiologist will work closely with the Coordinating Ministry for Economic Affairs and will report and coordinate to the DGPRU Team Leader.
 
Test, tracing, and fancing of COVID-19 still need to improve in Indonesia and to create herd immunity, COVID-19 vaccination program have been implementing since early 2021 and total about 30 million doses of COVID-19 vaccines have already distributed and another 100 million doses are expected to arrive in Indonesia. In the current situation, the Government of Indonesia still import all COVID-19 vaccines from other countries such as China (Sinovac), United Kingdom (Astra Zeneca), and United States (Pfizer and Moderna). Legal umbrellas in the implementation of the Covid-19 vaccination program in Indonesia have been produced. There are two regulations, namely (1) Permenkes (Regulation of The Minister of Health) Number 28 of 2020 concerning Vaccine Procurement and (2) Permenkes Number 10 of 2021 concerning Implementation of Vaccinations. A technical guideline for the implementation of covid-19 is also being prepared to regulate the planning as well as monitoring and evaluation.
 
Therefore, scenarios for the implementation of the vaccination program for each type of vaccine need to be done immediately in 2021-2022. This is primarily considering the different efficacy, target participants, cold chains, time of arrival in Indonesia, and the amount of each vaccine. Another thing to note is how to overcome the shortage of vaccine supply. If this can be done on target and on time is expected to accelerate national economic recovery and control the transmission of the COVID-19 virus in Indonesia.
 
Therfore, UNDP and Coordinating Ministry of Economic Affairs will recruit epidemiologist to support the government to get comprehensive recommendation for decision to response COVID-19 pandemic particulalry from public health view and suport the implementation of COVID-19 policy and program related to COVID-19 pandemic. 
 
 
Institutional Arrangement
 
The direct supervisor of this activities is : Project Manager for Strengthening Health System Digitalization in response to the COVID-19 Pandemic in Indonesia (STRATEGIC ) and Technical Specialist . She/He will work closely  team of DGPRU and Coordinating Ministry of Economic Affairs. The organigram in Annes shows the position of this function within the office and unit structure.
 

 

Duties and Responsibilities

Scope of Work 
 
 
1.Ensures provision of high quality policy advice services to the Government focusing on achievement of the following results:
•Provide COVID-19 epidemiology review and policy recommendation to Coordinating Ministry of Economic Affairs
•Provide technical advisory support in the area of project especially in connection with   recommendation for decision to response COVID-19 pandemic particularly from public health perspective
•Identify and coordinate the provision of technical assistance to the project and partners in consultation with implementing partners.
•Identification of sources of information related to policy-driven issues.
•Ensure strategic support for the capacity-building of national counterparts is managed effectively.
•Develop and maintain the quality of technical assistance provided through the pool of experts and consultants as relevant to the needs of the implementing partners.
•Develop performance indicators/success criteria, targets and milestones on COVID-19 pandemic response including vaccination program
•Development of policies and institutions that will address problems and needs in collaboration with the Government and other strategic partners.
•Ensures gender-related public health issues, public research and analysis, to contribute to the formulation of policies, programme interventions, procedures, guidelines and tools
 
 
2.Provides advisory support on monitoring mechanism  and analysis  on outbreak situation in connection with new variant of COVID-19
•Provide expertise recommendation in the design, management, and evaluation of COVID-19 program, including vaccination implementation. 
•Oversee the Covid-19 vaccination program, including provide statistical analysis, planning and surveillance systems
•Monitor and report outbreaks of the new variant of Covid-19
•Investigate and explain the determinants and distribution of the new variant of the Covid-19 case
•Provide recommendation of tools for surveillance of Covid-19 cases and vaccination.
•Facilitate the establishment of mechanisms for coordination, dialogue, and learning among actors (bureaucrats and practitioners) in each key sector.
•Provide technical support to multi-stakeholder mechanisms, especially in regard to the project’s donor coordination and government/civil society partnership-building activities.
•Development of practical policies and plan recommendations.
 
 
3.Facilitates the establishment of a high quality knowledge building and management information system focusing on achievement of the following results:
•Communicating findings or issues and implementation of Covid-10 vaccination 
•Ensure that required expertise and technical assistance is made available to government and civil society partners/counterparts. 
•Effective mechanisms and systems are in place and functioning to identify, document and synthesize lesson learned and best practices for sharing and learning throughout the region.
•Maintain project briefs and activity information for civil society, bilateral donors, academia, private sectors and other stakeholders as appropriate to support UNDP’s public awareness activities including through preparation of statements and other communication materials.
•Provision of high quality information and analysis to the government counterparts to inform the strategic direction of local development priorities. 
•Coordinate and organize the relevant studies to collate research-based information, evidences and facts to enrich the achievement of development results.
•Ensure development results are communicated to all relevant stakeholders.
•Effective strategic input for capacity building training for project/programme staff  to facilitate appropriate management and timely delivery of project outputs including in gender analysis and gender mainstreaming
•Effective contribution to the national and global network for gender mainstreaming learning and knowledge sharing

Minimum Qualifications of the Successful NPSA
 
Min. Academic Education
•Master  degree in Public Health or Medicine or related areas
 
Min. years of relevant Work experience
•7 years of relevant work experience in the field of Epidemiology
 
Required  skills and competencies 
•Hands on experience in Epidemiology of infectious disease programs 
•Experiences on advocacy and approach to high level decision makers in government.  
•Have minimum 3 publications on infectious disease epidemiology
 
 
Desired additional skills and competencies•Expertise in Biostatistic would be highly desirable
•Experience includes being involved in studies and statistic analytical of Covid-19 and being involved in vaccination program highly preferable
