UNOPS CDOH in Central Africa covers the DRC, CAR and RC. UNOPS CDOH based in Kinshasa, DRC has been identified as an agency in the United Nations system which can support the area of infrastructure, and humanitarian and post conflict management both horizontally and vertically. The office has developed a strong working relationship with international partners, UN agencies including UN Missions and Governments of Central Africa over the years. It provides technical support and capacity building in strategic development areas including infrastructure rehabilitation and development across health, education, public works, governance/public administration sectors; procurement, project management and sectoral advisory services; peace and security, environmental preservation and protection among others.


The distinctive activity of UNOPS CDOH in Central Africa aims at assisting government, donor and UN entities in their efforts to ensure timely and efficient implementation of their humanitarian, security/conflict resolution and development investment projects related to the reconstruction and development of the countries within the Hub.


The program in CAR has one of the innovative Road infrastructure implemented by UNOPS on behalf of the Ministry of Public Works. Among the project strategies put in place to implement this project, was the acquisition of heavy road equipment on behalf of the government of CAR, then support the National Entity on managing these heavy equipment during the project implementation phase. In line with the strategy of this project, UNOPS is seeking qualified candidates to fill a position of Mechanical and Vehicle Fleet Senior Analyst.

Functional Responsibilities

Under the direct supervision and overall guidance of the Project Manager, the Mechanical and Vehicle Fleet Senior Analyst will be responsible to maintain the project fleet equipment in good working condition and provides support to project team and National entity in charge to operate and manage the equipment fleet on the field  in the supervision of the Operators’ and Mechanics team and is responsible for effective maintenance strategy and operation of equipment and field workshop  services in order to obtain the best full operational capacity of heavy equipment and workshop during the project implementation. 

The Mechanical and Vehicle Fleet Senior Analyst  works in close collaboration with the project teams on the field, his Responsibilities include but are not limited to the following:


  1. Summary of Key Functions:

  • Follow up the maintenance of the project equipment  fleet

  • Provide technical support for the development of internal  fleet policies and procedures.

  • Provide a daily supervision of the maintenance team, workshop functions to ensure compliance in all key areas of the service.

  • Schedule fleet repairs and maintenance requirements.

  • Create and maintain internal tools for an effective follow up of  heavy machinery and vehicle status, machinery and vehicle movement on a daily basis.

  • Track and  report on  machinery and vehicle satellite tracking.

  • Ensure a timely implementation of HSSE  measures in the field.

Responsibilities include but not limited to the following:

  • Planning and implementation of  an effective preventive maintenance system for the Project fleet to ensure that the services are properly provided in a timely manner and full compliance with the manufacturers instructions

  • Assess  compliance of workshops   in areas such as premises, environment, safety, equipment, technical staff and their knowledge, operational requirement and reporting tools, 

  • Provide technical assistance to workshop mechanics in the assessment of maintenance demands, preparation of maintenance plans and servicing schedules.

  •  Ensure that the workshop mechanics perform their work in a safe manner and in compliance with the procedures.

  • Conduct Machinery and vehicle safety inspections and coordinate service and repair of the project fleet to ensure continuous running condition.

  • Provide technical assistance in installation of ancillary equipment on fleet and on procurement of workshop tools and equipment when required. Oversee the overall of major units.

  • Maintain records of all the project fleet including inspections, maintenance, repair,accidents reports, fuel consumption, Project fleet registration in compliance with local rules and regulations.

  • Ensure an effective tracking of project Machinery vehicle usage, fuel cards and provide corrective measures. 

  • Provide technical advice to the procurement unit for technical evaluation of fleet related quotes. Inspect and inform the Procurement & Logistics Officer on delivery of procured supplies and materials. Ensure that all the supplies delivered are appropriate and in accordance to the specification required.

  • Submission of the quarterly inventories report in full compliance with IPSAS requirements

  • Submission of periodic workshop reports ( evaluation and progress reports, HSSE incident report, minutes of technical meetings with stakeholders, etc.) 

Education

  • Advanced degree in Heavy equipment mechanic or related fields is required. Specialization in diesel power engine systems will be an advantage.

  • A first-level university or bachelor’s degree in  Heavy equipment mechanic or related field of study with an additional 2 years of relevant experience may be accepted in lieu of the master’s degree requirement.

Experience

  • Minimum 2 years of relevant experience at the national or international level in management of heavy equipment fleet.

  • Experience in identifying spare parts for heaving equipment and light trucks is an asset

  • Experience in diagnostic of failure or break-down part of heavy equipment and lights truck is an asset

  • Experience in power train, final drive, and transmission services parts for heavy equipment and light truck is an asset

  • Knowledge of working with heavy equipment such as Headload front loader, excavator, bulldozers, graders, heavy trucks, heavy generator is an asset

  • Knowledge in working with CASE, MAZ, CHETRA, MTZ, TOYOTA made equipment is an asset.

  • A certificate in Diesel power systems is an asset.

Languages

Fluency in written and oral French and English is required
