Organizational Context

The United Nations Industrial Development Organization (UNIDO) is the specialized agency of the United Nations that promotes industrial development for poverty reduction, inclusive globalization and environmental sustainability. The mission of UNIDO, as described in the Lima Declaration adopted at the fifteenth session of the UNIDO General Conference in 2013 as well as the Abu Dhabi Declaration adopted at the eighteenth session of UNIDO General Conference in 2019, is to promote and accelerate inclusive and sustainable industrial development (ISID) in Member States. The relevance of ISID as an integrated approach to all three pillars of sustainable development is recognized by the 2030 Agenda for Sustainable Development and the related Sustainable Development Goals (SDGs), which will frame United Nations and country efforts towards sustainable development. UNIDO’s mandate is fully recognized in SDG-9, which calls to “Build resilient infrastructure, promote inclusive and sustainable industrialization and foster innovation”. The relevance of ISID, however, applies in greater or lesser extent to all SDGs. Accordingly, the Organization’s programmatic focus is structured in four strategic priorities: Creating shared prosperity; Advancing economic competitiveness; Safeguarding the environment; and Strengthening knowledge and institutions. Each of these programmatic fields of activity contains a number of individual programmes, which are implemented in a holistic manner to achieve effective outcomes and impacts through UNIDO’s four enabling functions: (i) technical cooperation; (ii) analytical and research functions and policy advisory services; (iii) normative functions and standards and quality-related activities; and (iv) convening and partnerships for knowledge transfer, networking and industrial cooperation. Such core functions are carried out in Departments/Offices in its Headquarters, Regional Offices and Hubs and Country Offices. The Directorate of Corporate Management and Operations (CMO) is responsible and accountable for the management of UNIDO’s human, financial and material resources, ensuring the capacity of the Organization to fulfil its mandate. The Directorate oversees a full range of financial, human resources management, procurements, information technology and general services to meet the needs of the Organization. Additionally, it exercises the responsibility for the ethics function in the Organization. The Directorate also provides guidance on security and safety matters and ensures the overall coordination of UNIDO’s response in this regard.

This position is located under Gender Equality and Empowerment of Women Office (CMO/GEW), which under the overall direction of the Gender Mainstreaming Board (GMB) and the supervision of the Managing Director of CMO (CMO/OMD), is responsible for the implementation of UNIDO’s 2019 Gender Policy as well as the Strategy for Gender Equality and Empowerment of Women 2020-2023. The Office coordinates the formulation, implementation, review and reporting of the four yearly Gender Equality and Empowerment of Women (GEEW) strategies, identifies trends, best practices and challenges in gender mainstreaming, serves as UNIDO’s focal point for gender equality and women’s empowerment within the UN system and externally, coordinates development of indicators and benchmarks, provides guidance and facilitates gender related training for staff and promotes knowledge sharing. The Office also coordinates the Gender Focal Points Network and serves as the Secretariat of the GMB. DUTY STATION: UNIDO HQ - Vienna, Austria DURATION: 1 year

Main Functions

The Gender Office Administrator is expected to play an important role in performing the above gender mainstreaming functions of CMO/GEW. The incumbent will report to the Gender Coordinator. He/she will closely collaborate on a day-to-day basis with Gender Focal Points in Headquarters and field offices, and facilitate their functions. The incumbent must be ready to travel on short-term missions as necessary. Under the supervision of the Gender Coordinator, and in close cooperation with Gender Focal Points of relevant Departments or Divisions, the Gender Office Administrator will support the effective gender mainstreaming of UNIDO’s work by carrying out the activities described in the UNIDO Gender Strategy and corresponding workplan of CMO/GEW. Main duties are outlined below: - Carry out assigned activities related to the implementation, monitoring and reporting of UNIDO’s Gender Equality and Women’s Empowerment (GEEW) Strategy, especially as identified in CMO/HRM/GEW work-programme - Draft speeches, reports to the UN system and Policy Making Organs and other relevant inputs, related to gender equality and women’s empowerment in the context of UNIDO and UN system-wide processes. - Coordinate as focal point for assigned interagency initiatives and partnerships. - Carry out assigned activities related to the development of gender-related performance framework and related organizational monitoring of gender equality results. - Update tools, guidelines and activities that build the capacity of UNIDO staff to effectively mainstream gender in their area of work. - Provide gender mainstreaming guidance and support to UNIDO staff, Gender Focal Points and ad-hoc Gender Task Forces - Organize and carry out work on knowledge products, events and trainings on industrial development, gender equality and women’s empowerment issues. - Work together with Gender Coordinator on the identification and preparation of funds mobilization efforts. - Perform other duties as assigned by the Gender Coordinator.

Minimum Requirements

Education

University Master's degree or equivalent Advanced university degree in gender studies, international relations and/or economics, or other related field relevant to the functions described above, is required.

Languages

Fluency in written and spoken English is required. Fluency and/or working knowledge of another official UN language, particularly French and Spanish is desirable.

Requirements: • At least three (3) years of professional experience working on human rights and/or gender equality related issues at institutional and/or project level; • Knowledge of working with thematic networks and diplomatic relations; • Ability to research and analyze information; • Ability to write in a clear and concise manner; • Ability to work effectively in multi-cultural team Assets: • Familiarity with the United Nations system and UN processes, as well as administrative and organizational procedures, is an asset; • Familiarity with gender aspects of economic and environmental issues, preferably with some experience of gender mainstreaming economic and environmental projects; • Exposure to the needs, conditions and problems in developing countries.
