OBJECTIVES OF THE PROGRAMME

As part of WHO's Division of Universal Health Coverage/Communicable and Noncommunicable Diseases (UCN), the Department of Control of Neglected Tropical Diseases (NTD) works in collaboration with other relevant WHO units, national programmes of Member States and global partners, stakeholders, foundations and academia to: reduce the devastating impact of 20 neglected tropical diseases on the health andsocial and economic wellbeing of all people world-wide, contributing to achieve the Sustainable Development Goals.Specific objectives include:reduce mortality, morbidity and disability through the prevention, control and where applicable, elimination and eradication of selected neglected tropical diseases;formulate evidence-based strategies that encompass preventive chemotherapy, case management, vector control, veterinary public health and water, sanitation and hygiene (WASH), and facilitate their implementation using, where possible, a synergic approach; advocate for increased visibility of neglected tropical diseases; mobilize, coordinate and leverage partners' contribution; provide technical support to Member States, as well as WHO Regional and Country Offices; lead the processes for acknowledging the achievement of programmatic goals and targets; manage donation of medicines and medical supplies; be a repository for technical leadership and expertise and facilitate capacity strengthening and transfer of knowledge.

DESCRIPTION OF DUTIES

Serve as a key advisor to the Director providing authoritative advice within the framework of the UCN/NTD Roadmap 2021-2030 and guidance to ensure the strategic programmatic planning, coordination and delivery of technical and administrative services including the full range of financial, administrative, work planning and facilitation of human resources planning and operations, logistics and procurement related activities of the Department. Manage the programme delivery and timelines of various programme projects for the Department in accordance with workplans and ensure the coordination of periodic reviews of programmatic/technical achievements and progress indicators for reporting activities and advises Senior Management on development and progress. Provide direction on quality control and certification on the compliance of transactions and allocation of financial resources for the Department in accordance with WHO financial rules and regulations, also overseeing the financial report for the Department. Ensure the efficient financial management of the Department with support of the budget and finance officer and interpret financial data, while providing advice and guidance on the financial administration to the director, managers and staff. Manages and develops workplan objectives and ensures priorities are met and on-track and advises senior management on developments and progress. Manages the overall administrative services including procurement of goods and services, travel, communications, and information technology needs of the Department/Office, and local service requirements, when necessary.Takes the full lead to ensure the administrative running of various conferences, workshops and meetings for the Department/office. Overseas the quality control of contracts and donor proposal and other funding related agreements ensuring compliance with WHO policies and practices. Builds a network of external service providers to ensure the execution administrative services for the Department/Office.Specific duties: Leads the development of a strategy for partner engagement for the Department working in close consultation with the External Relations and Governance Department, and reviews grant proposals and other funding/partnership agreements to ensure compliance with WHO policies and practices and oversees Departmental fundraising/ resource mobilization reporting activities in accordance with WHO requirements as well as donors' specific requirements and timelines.Provides expert advice to the NTD Senior Management on human resources and administrative management, including organizational development and structural change, administrative and management requirements, financial and human resources implications of plans and proposals and develops solutions and/or recommendations with respect to complex HR Issues. Directs the development of new administrative and planning policies and their implementation and provides related advice, and plans and leads special cross cutting projects agreed upon by the Department. Liaise with senior officials both inside the outside the Organization, to provide authoritative advice and represent the Organization with partners and donors. Perform all other duties as assigned.

REQUIRED QUALIFICATIONS

Education

Essential: An advanced university degree in Public Health and/or Business Administration, Management, and education in areas related to neglected tropical diseases.
Desirable: Education qualifications in development studies.

Experience

Essential: A minimum of ten years professional experience in management and work planning, including providing advice to senior management on programmatic related activities. Demonstrated experience in partner engagement and securing resources for NTD programmes. Demonstrated experience managing diverse teams. Experience working at the international level.
Desirable: Familiarity with WHO or UN planning, administrative and budget procedures and tools is desirable.Experience in management of health projects or services, preferably related to neglected tropical diseases or to developing countries. Experience working in overall development is also desirable.

Skills

Strong expertise in managing, leading and implementing programmatic and administrative process related to public health programmes, preferably in the area of neglected tropical diseases. REMUNERATION

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 89,837 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 6259 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
