Organizational context and General background of assignment:

The Office of the United Nations High Commissioner for Refugees was established on December 14, 1950 by the United Nations General Assembly. The agency is mandated to provide protection (including assistance) and seek durable solutions for millions of refugees around the world.

In Portugal, UNHCR closed its office in 1998, but has worked closely with its partner, the Portuguese Refugee Council (CPR) throughout the years. In September 2018, an Associate Resettlement Officer was deployed to Lisbon to provide support on resettlement, reception, integration, and coordination and, in March 2019, a Senior Protection Assistant was also deployed to Lisbon to follow up on various protection matters, including child protection, community-based engagement, RSD, statelessness and others.

In view of a 4 months maternity leave of the Senior Protection Assistant, UNHCR is seeking temporary technical support for protection matters in Lisbon.

Contract Duration: 01 September ¿ 31 December 2021

Functional expertise and responsibilities:

The overall purpose of the consultancy is to provide temporary technical support on protection matters related to child protection, community-based engagement with a focus on work with refugee women, and the quality of the asylum system. The specific responsibilities are:

- Support the implementation of UNHCR¿s project in the field of gender-based violence and refugee women participation by, inter alia: engaging with hosting entities, refugee-led associations and local associations in Lisbon with a view to identifying refugee and local women willing to participate in the project; disseminating information about the project; organizing all the necessary logistics for in-person activities; organizing on-line follow-up events.
- Stay abreast and document, for internal use, policy and legal developments in the national child protection system and provide technical assistance to the national authorities and other relevant stakeholders, as required.

- Support the ongoing engagement with the Immigration and Borders Service (SEF) and other pertinent stakeholders in the implementation of an identification and referral system for vulnerable asylum-seekers.

- Support the Participatory Assessment Process for the evaluation of the Resettlement and Relocation programs in Portugal.

- Support in drafting relevant internal documents and reports as required.

- Follow-up on the implementation of Portugal¿s pledges made at the GRF.

Required qualifications and experience:

- Education: Higher education ¿ preferably tertiary degree in International Refugee Law, International Human Rights Law, International Humanitarian Law, Social Sciences or related field.

- Work Experience: Five years relevant experience to the function. Additional experience is an asset.

- Key competencies and skills:
¿ Knowledge about the asylum system in Portugal.
¿ Experience in advocacy work before the Government and public authorities.
¿ Knowledge of UNHCR mandate and work, as well as relevant UNHCR policies, including on Age, Gender and Diversity and child protection.
¿ Research and analytical skills are an asset.

- Language skills: Fluency in Portuguese (native speaker) and English is essential.
