Background

High Range Mountain Landscape (HRML) in the Western Ghats mountains of peninsular India is a globally significant biodiversity region. Its key attributes are:

a) high levels of endemism and biological diversity;

b) Important Bird Area;

c) presence of globally threatened species of fauna and flora; 

d) part of one of the five viable breeding centre of tiger in India;

e) harbour the largest global population of Nilgiri tahr and a significant population of Grizzled Giant Squirrel (both threatened species);

f) catchment of three major river systems of peninsular India;

g) strong eco-cultural affinities; and

h) support important economic sectors like cardamom, tea and tourism.

At present, HRML is a complex mosaic of land uses where conservation, economic production and livelihood requirements assume equal primacy and profoundly influence each other. These contribute to competitive use of natural resources and affecting vital ecological processes. The rapidly altering developmental context, demographic contours, resource use configurations place a challenge for HRML’s long term ecological sustainability and livelihood security. The existing planning and policy framework, as well as the institutional arrangements in HRML are inadequate to address biodiversity conservation from a landscape perspective. The project aims to put in place a collaborative governance framework for multiple-use management of HRML. The project will attempt a paradigm shift from current sector-based planning to an approach for integrated multiple-use management of mountain landscapes to deliver global environmental benefits.

The project aims to achieve this through the following Outcomes:

a) Effective governance framework for multiple-use mountain landscape management in place;

 b) Multiple-use mountain landscape management is applied securing the ecological integrity of HRML; and

c) Strengthened capacities for community based sustainable use and management of wild resources.

The project region covers 2190 sq. km spread across three districts of Kerala viz. Idukki, Ernakulam and Thrissur in Kerala.

The Ministry of Environment, Forest and Climate Change (MoEFCC), Government of India along with UNDP is also implementing a  GEF funded project: SECURE Himalaya (Securing livelihoods, conservation, sustainable use and restoration of high range Himalayan ecosystems) in the states of Jammu and Kashmir, Himachal Pradesh, Uttarakhand and Sikkim. It aims to support the Government of India to effectively promote sustainable land and forest management in alpine pastures and forests in high range Indian Himalayan ecosystems that secure sustainable livelihoods and community resilience and ensures conservation of globally significant biodiversity and threatened species.

 

Duties and Responsibilities

UNDP seeks to engage an Energy Efficiency Consultant to guide and support in the implementation of the project(s). S/he will support the project team and will perform the following duties:

Specific functions to be performed by the incumbent include:

  • Provide Technical expertise to the IHRML project team in undertaking Energy efficiency measures and practices in identified  production sectors such as Tea, Coffee, Cardamom by demonstrating innovative pilots in the landscape.
  • Review the deliverables of technical agencies engaged for conducting studies and implementation of activities in the energy efficiency component and suggest revisions within established guidelines/policies as appropriate.
  • Provide necessary technical support to the project team in the landscape to plan and execute activities for effective delivery of outputs under this component.
  • Identify a minimum of 05 pilots on climate smart and energy efficient solutions that has the potential to be demonstrated under IHRML Project in the landscape and prepare a detailed implementation plan for the same.
  • Further identify a minimum of 3 pilots on climate smart and energy efficient solutions in other major projects of the unit such as GoI-UNDP-GEF SECURE Himalaya. The incumbent must also prepare detailed implementation plans for these identified pilots. These solutions may include but are not limited to – clean energy-based space heating, cooking, cold storage, handicraft/handloom equipment etc.
  • Explore and identify the convergence possibilities with private, public and multilateral agencies in pilot demonstration of energy efficiency in Production Sector (Tea, Coffee, Cardamom).
  • Develop Resource mobilisation strategies for key production sectors in achieving energy efficiency. The expected outcome from this component is the increased availability of financial and institutional support for production sector energy efficiency initiatives.
  • The consultant is expected to establish a policy instrument that encourages industrial enterprises (production sectors) to adopt ISO compatible/ BEE compatible energy management standards to deliver sustainable improvements in production sector energy efficiency and competitiveness.
  • The consultant is expected to support the project team in identifying and piloting activities on increased adoption of energy management standards (EnMS) and systems optimization energy efficiency projects in production sectors for higher energy savings on continuous basis.
  • The consultant will also be required to monitor the execution of the pilot initiative and provide policy recommendations to upscale activities.
  • Explore the possibility of alternate fuel to wood in tea sector – briquetting in tea factories and piloting of the usage of briquettes made from agriculture waste, invasive species like lantana etc. in tea factory or similar solutions. This would also include setting up of a briquetting unit as a pilot.
  • Conduct a feasibility study on micro hydro facilities near the Tea factories and facilitating linkage for financial support from GOI ministry of New and Renewable energy
  • Support knowledge management and development of training material on energy efficiency for thermal and electrical system.
  • The consultant will also be required to support the project team in providing technical expertise; review, monitor and guide; pilot demonstration of following activities.
  1. Carbon Neutral Mankulam
  2. Lemon Grass value chain
  3. Energy efficiency in transportation sector
  4. Energy efficient interventions in Grama Panchayath’s activities
  5. Energy efficient interventions related to tourism sector
  6. Energy efficient livelihood options
  • Guide the PMUs for mobilizing technical or financial resources for ensuring sustainability of project activities.
  • Support UNDP and guide the PMUs in implementation of recommendations as highlighted in the Mid-term review report.
  • Apart from the IHRML Project, the consultant is expected to provide technical support in developing climate smart & energy efficient pilots for other key projects of the unit such as SECURE Himalaya project. This shall primarily involve support for identification and mainstreaming clean-energy based, climate friendly solutions for the programme.
  • Provide technical support in assessing the impacts of existing renewable energy-based interventions in both projects of the portfolio.
  • Support UNDP in developing new programmes and projects for conservation of biodiversity, sustainable natural resource management and environment protection.
  • Build and strengthen partnerships with other projects supported by UNDP NRM Team, other UN agencies, Government and development partners working at the state and national level that support biodiversity conservation and financing for current and future engagements and sustainability.

Submission and acceptance of a Draft Final Report consisting of detailed strategy and action plan for implementation of the 08 identified pilots across 2 projects of the portfolio. This must include the following:

  • Recommendations of alternative technology interventions with specifications, benchmark performance, installation, commissioning and testing guidelines, and monitoring protocols.
  • Draft Terms of Reference to procure goods and services from specialized agencies along with potential vendor details (08 ToRs)
  • Resource mobilization plan with a view to upscale renewable energy-based interventions in the landscapes.

Payment Schedule and other Conditions:Payment will be on acceptance of the deliverable submitted. The total amount will not exceed the value of the contract unless amended.

Competencies

Functional Competencies:

  • Excellent drafting, documentation and communication skills in English;
  • In-depth knowledge of forest related issues and project management skills;
  • Proven record on similar work at the National level.

Required Skills and Experience

Education:

  • Bachelor’s in Engineering Management or related field.
  • Master’s degree in the above or related field with excellent academic record is desirable.

Experience:

  • At least 10 years of proven experience in supervising project/programmes including implementation in the renewable energy /sustainability sector.
  • Certification by the Bureau of Energy Efficiency (BEE) is also desirable.

Language:

  • An excellent command of English is required.

Evaluation Criteria

Individual consultants will be evaluated based on the following methodologies i.e. cumulative analysis.

When using this weighted scoring method, the award of the contract should be made to the individual consultant whose offer has been evaluated and determined as:

  • Responsive;
  • Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation.

Technical Criteria weight - 70%;

Financial Criteria weight - 30%.

Shortlisting would be done based on the following criteria:

  • Relevant Experience:50 Mark
  • Qualification:20 Marks
  • Financial: 30 Marks

Only candidates obtaining a minimum of 49 points (70% of the total technical points) would be considered for the Financial Evaluation.

Note: Technically qualified consultants will be requested to submit their lumpsum fee i.e.consultants who score more than or equivalent 70% marks with respect to the above-mentioned evaluation criteria. Consultant should not specify their consultancy fee on their CV or with the submission. The CV will notbe evaluatedf urther in case the consultant submits the same.
