Terms of Reference – Agency to develop Strategic Behavior Change Communication (SBCC)
Strategy and material related to COVID-19 for interstate migrants in India
 
Background: Under the Center for Disease Control and Prevention (CDC), Enhancing Global Health Security: Expanding Efforts to Protect and Improve Public Health Globally (EGHS) project, FHI 360 will be conducting COVID-19 response activities among migrant populations in India, specifically inter-state migrants located in South Delhi district, Delhi and four destination districts in UP and Bihar. FHI 360 would like to hire an agency to develop SBCC strategy and material following formative assessment for the interstate migrants related to COVID-19.
 
The Scope of Work for the Agency would include:
  • Conduct Formative Assessment among interstate migrants in Delhi and rural districts in Bihar and UP to understand why COVID-19 appropriate behavior is not adopted by the target audience and then select and define desired behaviors among the migrants. Through the Assessment, the agency will - oIdentify what behavior(s) needs to be changed, who is performing the behavior(s), what are the motivating factors (drivers) and concerns (barriers) regarding the current and desired behavior(s) 
  • Identify and segment the migrant population
  • Identify drivers (motivating factors) and other influencing factors underlying behavior(s) you need to change 
  • Create a profile of the migrant population 
  • Design an SBCC strategy for promoting COVID-19 appropriate behavior among interstate migrants. The agency will develop Behavior Change Communication strategy for improving knowledge, attitudes, beliefs, and practices related to COVID-19 among migrant population in Delhi and rural districts of Bihar and UP. The agency will also suggest Social and Community Mobilization strategies for wider participation, coalition building, and ownership among the migrant community. The agency will identify media consumptions patterns of interstate migrants including media touchpoints.  
  • Create SBCC material related to COVID-19 among migrant populationincluding key messages, developing a creative brief, and developing and finalizing communication material after pre-test.
Deliverables:
  • Report on the formative assessment after 10 days after signing the contract
  • SBCC strategy document after 15 days after signing the contract
  • SBCC material including soft copies and printable versions Timeline:
  • Four weeks (28 days) after signing of contract
  • Payment based on deliverables o25% funds after submission of inception report o15% after submission of formative assessment report o25% after submission of SBCC strategy
  • 35% after submission of SBCC material (soft and hard copies)
