Travel: This is a home-based assignment, so no travel to/from the duty station is envisaged.
Cost of other travel, as deemed necessary by UNDP while performing the outlined functions, shall be at UNDP’s expense and in accordance with the applicable UNDP travel policy.

UNDP's policy work carried out at HQ, Regional and Country Office levels, forms a contiguous spectrum of deep local knowledge to cutting-edge global perspectives and advocacy. In this context, UNDP invests in the Global Policy Network (GPN), a network of field-based and global technical expertise across a wide range of knowledge domains and in support of the signature solutions and organizational capabilities envisioned in the Strategic Plan.
Within the GPN, the Bureau for Policy and Programme Support (BPPS) has the responsibility for developing all relevant policy and guidance to support the results of UNDP's Strategic Plan. BPPS's staff provides technical advice to Country Offices, advocates for UNDP corporate messages, represents UNDP at multi-stakeholder fora including public-private dialogues, government and civil society dialogues, and engages in UN inter-agency coordination in specific thematic areas. In addition, BPPS works closely with UNDP's Crisis Bureau (CB) to support emergency and crisis response. While ensuring that issues of risk are fully integrated into UNDP's development programmes, BPPS also assists UNDP and partners to achieve higher quality development results through an integrated approach that links results-based management and performance monitoring with more effective and new ways of working. Lastly, BPPS supports UNDP and partners to be more innovative, knowledge and data driven including in its programme support efforts.
In order to streamline its financial and investment engagement, UNDP launched the Finance Sector Hub, a finance and innovation platform, that draws on a critical mass of UNDP expertise, initiatives, and partnerships to support the mobilization and leveraging of resources for the SDGs and lead the implementation of the new UNDP private sector strategy and other initiatives. The Hub is an integral part of both the Bureau for Policy and Programme Support (BPPS) and the Bureau of External Relations and Advocacy (BERA), as well as part of the GPN. The Hub serves as a connector, broker and global coordinator among internal and external actors; curates and manages UNDP’s catalogue of service offers on SDG financing to governments, investors and companies, via the COs, to significantly enhance the scale and impact of UNDP’s work.
Furthermore, UNDP has specifically developed a step-by-step approach to address the specific financing challenges, providing a unique package to countries that wish to use finance more efficiently and effectively to support SDG objectives. In this regard, UNDP through its SDG Finance Sector Hub aims to support governments in SDG oriented budgeting and policy analysis of public finance by reviewing and aligning Public Finance Management frameworks.
The Senior Expert, Public Finance Management and SDG Budgeting will carry out relevant duties under the guidance and direct supervision of the SDG Finance Advisor, FSH. An organigramme for the FSH unit structure is provided in Annex I.
Duties and Responsibilities
Scope of Work
Under the direct supervsion of the SDG Finance Advisor, SDG Finance Sector Hub, and working closely with the other team members, Senior Expert, Public Finance Management and SDG Budgeting will be responsible for the performance of the following functions and duties:
1. Overseeing and steering public finance reforms to improve SDG implementation in a select number of countries aligned with regional service offers;
2. Maintaining constant liaison with country offices, and through them with country authorities and contributing to knowledge sharing and provision of timely technical support in the areas of public finance;
3. Coordinating and leading discussions with development finance partners with the view to enhance synergies and cooperation;
4. Acting as a catalyst of policy reform advocacy;
5. Drafting, reviewing, and ensuring the quality of the analytical reports and policy recommendations in the area of development finance;
6. Coordinating and leading the development of technical guidance notes on strategic budgeting and alignment with the SDGs, budget coding and tagging for the SDGs, sub-national planning and budgeting to enhance focus on SDGs implementation, and other upcoming guidance notes on B4SDG etc.;
7. Designing and delivering training sessions on Public Finance Management and SDG Budgeting for internal and external stakeholders;
8. Serving as a Technical Lead for UNDP’s work on Public Finance Management and SDG Budgeting;
9. Performing other assignments related to this position as may be required by the Supervisor.
