National Consultant– NCD

Objective of the programme

The objective of the programme is to prevent and manage Noncommunicable Disease (NCD) in Bangladesh.

Description of duties:

Under the guidance and supervision of NPO PP-NCD and overall supervision of MO -NCD, in close collaboration with the Non-Communicable Disease Control (NCDC) Programme of the Directorate General of Health Services (DGHS), the incumbent will provide technical assistance for the following:

  1. Strengthening the capacity of the health care delivery system at Saturia, through training of managers and health care providers, to implement the WHO Package of Essential Noncommunicable Disease Interventions and HEARTS technical package (PEN- HEARTS);
  2. Setting up coordination mechanism and referral pathway with relevant secondary health care facilities and other stakeholders in Manikganj;
  3. Assessing challenges and strengthening digital platform for screening, referral, management and follow-up of people with NCDs or its risk factors;
  4. Facilitating filling up any gaps in logistics required to strengthen NCD service delivery;
  5. Setting up supportive supervision, monitoring & evaluation mechanism;
  6. Preparing progress and completion reports related to the project;
  7. Any other responsibilities as assigned by the supervisors to support the objectives of the programme.

Required Qualifications:

Education:

Essential:

  • Four years bachelor’s degree in medicine or dentistry.
  • Postgraduate/ Master’s degree in public health or related subject.

Experience:

Essential:

  • Five years of experience of working in public health projects or clinical service.

Desirable:

  • Experience of working in primary health care delivery settings.
  • Experience of working in public health initiative.
  • Experience of working with UN organizations/ International Development Partners, especially in the area of NCD service delivery.

Additional Functional Knowledge and Skills:

  • Good understanding of prevention and management of noncommunicable diseases, WHO Package of Essential Noncommunicable Disease Intervention at Primary Health Care settings and HEARTS Technical Package, knowledge of the NCD situation in Bangladesh.
  • Ability to work with government counterpart and other stakeholders in diverse environment.
  • Good communicator, organizer and problem solver.
  • Ability to work independently with minimum supervision.
