Background

The Stabilisation and Development Programme (SDP) was established in May 2015 to complement the efforts of the Government of Pakistan in enabling the safe and voluntary return of Temporarily Displaced Persons (TDPs) to their areas of origin, with a focus on relief, recovery and sustainable peace. Over the last four years, SDP has assisted more than 800,000 individuals.  In response to the evolving environment, the programme has transitioned from relief and recovery efforts to sustainable economic development. 
 
SDP is oriented around four main goals: engaging communities to promote social cohesion and participate actively in the rehabilitation process; improving economic development opportunities for communities; improving access to basic services including education; and promoting economic and social empowerment of women.
 
The funding of the programme was secured over the years with a partnership with the United States Agency for International Development (USAID), Government of the United Kingdom Department for International Development (DFID), European Union (EU), the Government of Japan, Global Affairs Canada and the United Nations Central Emergency Response Funds (CERF). 
 
The Government of Khyber Pakhtunkhwa (KP) is aiming to further develop a conducive business environment for the private sector. A supportive policy framework, enabling infrastructure and simplified administrative procedures are critical to attracting private sector investment in the region. The Planning and Development Department (P&DD) of the Government of KP intends to further streamline the investment patterns across different sectors in order to leverage the available resources for achieving accelerated economic growth.  The Planning and Development Department (P&DD) plans to create a Planning Support Unit (PSU) to provide technical backstopping for this initiative. The unit will support relevant sections of P&DD to improve planning, implementation of economic development initiatives and gathering results. The unit will focus on the business enabling environment and development of the private sector with a key focus on SMEs. UNDP with funding from USAID will provide technical support for the establishment of the proposed unit. The unit's areas of expertise will include research, economic analysis, policy strategies and development of action plans for P&DD.
 
The M&E Analyst will work in the PSU with the Team Lead, SPU under the overall guidance of the Secretary Planning and Development, KP in the monitoring & evaluation of different activities undertaken by the unit. On behalf of the KP government, s/he will act as the focal person on Monitoring, Evaluation & Research activities, and coordinate with the programme team and relevant stakeholders for evidence-based data gathering. 
 
S/he will be responsible for setting up key process indicators, targets & results achieved and impact assessment of activities to government departments and also support in developing M&E systems and research required by the Unit. S/he will be based in PSU, Peshawar and will work closely with P&DD and other KP government departments.  

Duties and Responsibilities

Scope of Work:
  • The M&E Analyst will be responsible for leading and directing the monitoring, evaluation, and research activities of the PSU.
  • S/he will measure progress towards results and help the relevant departments to set up monitoring systems under the guidelines of the Planning & Development Department. 
  • The M&E Analyst will oversee the development and roll-out of the EIS/MIS of the PSU. S/he will ensure high quality and timely inputs, results reporting, tracking of indicators and regular monitoring of programme activities 
  • S/he will be responsible for overseeing the collection & analysis of different data related to government projects/interventions. 
  • M&E Analyst will ensure objective and independent monitoring, evaluation, and reporting and evidence-based decision making.
Other responsibilities include:
 
1. Coordinate M&E activities including reporting, data gathering & analysis evidence-based decision making and impact assessment and technical advice to government on monitoring & evaluation framework;
  • Work with the PSU team to develop and oversee the implementation of programme monitoring and evaluation activities including the design and application of M&E frameworks and processes for monitoring, evaluating, and reporting programme results
  • Lead the development of a data management system through documentation, implementation, and coordination of standardized information flow of M&E activities and reporting
  • Conduct research for knowledge and information needed for effective advocacy and decision making, with the relevant Government counterparts and private sector
  • Improve the use of monitoring and evaluation generated information, and other evidence-based information generated by the PSU, to inform adaptive management 
  • Coordinate monitoring, evaluation, and data collection at the provincial level with the M&E PSU team and Government partners.
  • Provide feedback to the PSU lead on M&E activities and suggest strategies for improving the efficiency and effectiveness of data collection.
2. Contribute to the PSU / programme team’s work  on the timely and effective management and implementation of the M&E activities
  • Responsible for smooth monitoring of the activities and for providing the required relevant information to the unit for the effective compilation of results. 
  • Participate in annual reviews and planning workshops and assist the team lead PSU in preparing relevant reports.
  • Provide high-quality technical input to the design of proposals and concept notes, through undertaking and review of context and conflict analysis.
  • Build capacity of PSU staff on M&E technical and conceptual areas,  through training as needed.
  • Support a regular review of risks that impact project implementation and identify mitigation measures. 
3. Contribute to the preparation of high-quality progress reports, updates and communication products for UNDP management, Government counterparts and donors.
  • Contribute to timely communication and outreach, including info graphs, project briefers/factsheets and success stories.

Required Skills and Experience

Education:
  • Master’s degree in Economics,  Finance, Public Policy, Business Administration, Development Studies, or related field.
Experience:
  • Minimum of 02 years of experience in the design and implementation of M&E in development projects implemented by national/international NGOs/UN bodies/ Governments.
  • Demonstrated ability to design and manage MEL methodologies, tools, indicators, targets, and results frameworks.
  • Experience in implementing systematic, intentional, and resourced approaches to strategic collaboration, continuous learning, and adaptive management.
  • Expertise in analyzing data using statistical software.
  • Knowledge of and experience working with international organizations preferred.
  • Good ICT literacy, i.e. MS. Word, MS PowerPoint, and MS Excel.
Language Requirements:
 
  • Fluency in English and Urdu (written and spoken) is required. Working knowledge of Pashto is an asset.
