The Casework Program Manager for the IRC in Dallas will oversee the coordination and administration of all aspects of casework programs:Reception and Placement (R&P), Intensive Case Management (ICM), and Social Adjustment Services (SAS), as well as other casework programs that may be established.The Program Manager will develop and monitor annual strategic plans for the department; ensure program goals are met; staff are trained, supervised and supported; work with development staff in securing grants to support/sustain programs; and ensure reporting, compliance, and budgeting requirements are satisfied. The Casework Program Manager will plan for the overall department and its programs in accordance with the mission and goals of the organization as well as represent IRC’s casework services in the community and to potential funders, serving as a resource to those seeking information about program activities.This position reports to the Deputy Director of Programs.

Major Responsibilities:

Responsibilities include, but are not limited to:

Staff Management:

•Oversee the recruitment, hiring and training of casework staff and ensure that they are managed in accordance with IRC’s People Manager Standards.

•Oversee operations of casework services, providing guidance, leadership and direct support in all aspects of service provision

•Evaluate and report staff performance.

•Provide career development and learning opportunities to casework staff to build the service delivery leadership strengths of all within the department.

Compliance & Documentation:

•Monitor the delivery of core services to ensure compliance with all program standards and grant requirements in accordance with donor and IRC.

•Oversee budget and approve expenses, ensuring costs are maintained within allocated budgets.

•Ensure that all electronic and hard case files and databases are maintained in accordance with policies and guidelines.

•Ensure timely delivery of all required grant reports.

•Act as principal liaison with IRC Headquarters Resettlement Team

Team/Office Participation:

•Maintain ongoing communication with the Deputy Director and Executive Director on the status of programs, clients and outcomes and provide timely reports on any management and contract compliance issues.

•Participate actively on the IRC Dallas Senior Management Team and liaise with other program managers to ensure efficient collaboration with all department in the delivery of quality services.

•Participate in the development and writing of grant proposals in support of the work of the Casework Services team.

•Represent IRC in meetings and events with local partners and community stakeholders.

•Other duties as assigned.

Job Requirements:

•Bachelor’s Degree required, preferably in Social Work or related field

•Minimum of five years related work experience with increasing levels of responsibility.

•Minimum of two years of experience in managing human service programs including experience in supervising staff.

•Familiar with federally funded refugee/asylee/immigrant casework programs, with an understanding of strategies and best practices that build self-sufficiency

•Fluency in English required.International work or study experience and second language abilities a plus.

•Outstanding organizational, leadership and team-building skills.

•Demonstrated ability to communicate effectively and diplomatically in a multi-cultural setting and with limited-English proficiency speakers.

•Grant writing experience is a plus

•Proficiency in Microsoft Office applications

•Valid driver’s license, reliable access to vehicle with current insurance, and the ability to travel regularly throughout the service delivery area

Working Environment:

•Combination of working in a standard office environment and outreach work in the community including meetings with community partners.

•May require occasional weekend and/or evening work.
