The Asian Infrastructure Investment Bank (AIIB) is a multilateral development bank whose mission is financing the Infrastructure for Tomorrow—infrastructure with sustainability at its core. AIIB’s administrative regulations provide for the Ombudsperson to be independent of any departments or officials of the AIIB.  The Office of the Ombudsperson has a broad mandate to look into staff-related issues, consider conflicts of any nature related to employment by AIIB, and assist in their informal resolution.  Except for medical records, documents covered by attorney-client privilege or records of complaints and investigations, the Ombudsperson has access to records concerning staff and shall access them in good faith and in consideration of personal data privacy policies. The Ombudsperson may consult with anyone relevant to a matter, and give whatever advice and opinion is deemed to be appropriate.  The Ombudsperson has direct access to the President of the AIIB as needed for the performance of their duties.

 

The Office of the Ombudsperson performs three principal functions: (i) provide impartial and confidential assistance in the informal resolution of conflicts and other issues brought to the attention of the Office; (ii) monitor trends and emerging issues and provide guidance and advice on ways to improve the workplace environment; and (iii) manage the Respectful Workplace Advisors (RWA) Program.

 

AIIB is recruiting an individual to fill the Ombudsperson position.  The Ombudsperson appointment is for a five-year term.  After serving as Ombudsperson, the individual shall not be eligible for any other appointment in AIIB for a period of two years. This position reports to the President.

 

Responsibilities:

 

In efforts to help resolve conflicts, depending on the circumstances, the Ombudsperson may help Bank staff of any grade or responsibility analyze the situation brought to the attention of their Office, advise staff of the policy and procedural context of the situation, advise staff of potential options and different avenues open to them, and make suggestions about how to exercise options or pursue avenues.  If requested by Bank staff, the Ombudsperson may contact other parties to informally facilitate a resolution.

 

In carrying out their responsibilities, the Ombudsperson holds periodic meetings with the President of the AIIB and other senior managers, issues periodic reports, and may be consulted on policies where their views and experience may be helpful.

 

The Ombudsperson is also responsible for:

 

  • Formulating, implementing, managing, and monitoring the plans, goals, budget, and programs of the services of the Office of the Ombudsperson;
  • Maintaining a data collection, analysis, and reporting process that protects confidentiality, and making regular reports based on anonymous aggregate data;
  • Developing and executing a communication plan to promote awareness and understanding of the services of the Office of the Ombudsperson and RWA program, and their standards of practice, role and responsibilities;
  • Managing and promoting the RWA program.

 

Requirements:

 

  • Minimum 20 years of professional experience, including a minimum of four years of AIIB experience working with the AIIB, and demonstrable managerial experienceis required.
  • Demonstrated problem-solving, negotiation and mediation skills.
  • Demonstrated ability to work across departments and in teams.
  • Demonstrated success in working collaboratively.
  • Ability to maintain confidentiality and inspire trust, and recognized integrity and judgement.
  • Respect and compassion for individuals.
  • Commitment to diversity, equality and inclusion, and sensitivity to cross-cultural factors in communications and interpersonal relations.
  • Strong active listening skills.
  • Master’s degree or equivalent in related fields is essential.
